COVID-19 testing sites are also managed by the relevant state or territory health agencies.
National Cabinet endorsed the Freight Movement Code for the Domestic Border Controls – Freight Movement Protocol on 7 August 2020.
Drivers using their fatigue-regulated heavy vehicle to drive to a COVID-19 testing facility are able to utilise the Personal Use Exemption. In this case normal Personal Use Exemption rules apply.

Please see the latest updates for travel related to COVID-19 outbreaks. Freight movements are largely classified as essential, though drivers may need to carry border passes.
Drivers are reminded to follow relevant health protocols while travelling into any state. These are:
- practice social distancing where possible
- keep a list of close contacts
- carry and use correct PPE
- follow your COVID-19 safe plan.

Australian Capital Territory
Is a border pass required? Yes – if you have been in a COVID-19 area of concern in NSW, QLD or VIC. https://www.covid19.act.gov.au/updates/covid-19-areas-of-concern/online-travel-forms
Is a mandatory COVID-19 test required? No, but it is recommended.
- ACT declared COVID-19 Areas of Concern Notice
- Transiting into or through the ACT for the purposes of freight is currently exempt.
New South Wales
Is a border pass required? Yes – if you have been in Victoria in the previous 14 days. https://www.service.nsw.gov.au/transaction/complete-nsw-entry-declaration-victoria
Is a mandatory COVID-19 test required? No. If drivers wish to voluntarily be tested NSW provide heavy vehicle COVID-19 testing sites.
Is a border pass required? Yes – if entering Northern Territory from any other state. https://coronavirus.nt.gov.au/travel/quarantine
Is a mandatory COVID-19 test required? No, unless arriving from a restricted area or hotspot.

- NT declared COVID-19 Australian hotspots and travel restrictions.
- Any freight workers entering the NT from a current hotspot must complete and submit an online COVID-19 Freight Risk Mitigation Management Plan to the Northern Territory Government before entering the Northern Territory. Read more about freight exemptions here.

Is a mandatory COVID-19 test required? No.
Where to get tested for COVID-19? Should drivers wish to be voluntarily tested, visit this page for available testing sites: Queensland Testing and fever clinics — coronavirus (COVID-19). Select the filter "Transport and logistics worker testing" to find a location where you can be tested free of charge.
Is a border pass required? Yes – all travellers coming to South Australia are required to complete a Cross Border Travel Application at least 72 hours prior to arrival. https://www.police.sa.gov.au/online-services/cross-border-travel-application
Is a mandatory COVID-19 test required? No. At the moment there is no specific testing requirement. If testing is required, there has been an allowance of 24 hours available to undertake a test.
