About access management

The National Heavy Vehicle Regulator (NHVR) coordinates the access of heavy vehicles to ensure a safe, efficient and sustainable road network for industry.

The NHVR facilitates a range of access applications from start to finish by liaising directly with road managers (both state and territory road authorities and local government) to manage the application process and the issue of permits.

The NHVR is not a road owner and is unable to make an access decision on the road managers behalf. Road funding and maintenance responsibilities belong with state, territory and local governments.

Access permit applications

For new access permits, to renew existing access permits, or to amend/cancel an access permit, visit access applications.

NHVR Journey Planner

Our interactive online mapping service the NHVR Journey Planner offers a guide to assist you in finding approved routes for heavy vehicles on a particular road network and highlights where you may be required to submit an access application. The GIS mapping information displayed within the Journey Planner is provided by state road transport authority mapping services at regular intervals.

State road transport authority mapping services

To assist you further with planning your journey, state road transport authority mapping sites display approved heavy vehicle routes within each state and in some cases allow you to view additional route information. They provide the most up-to-date network access information regarding route descriptions and restrictions.

Notices and permit-based schemes

Due to limitations in what web-based mapping services can convey, users need to ensure they consult the relevant gazette notices and permit-based schemes to identify all conditional and route requirements.
