Do I need a road train permit?

A road train permit is required for travel on a road outside of the approved road train network. Operators should check if their requested route is on an approved road train route, as they may be able to operate under a gazette notice instead of needing a permit.

If any part of your journey is not on an approved road train route, you will need to apply to the NHVR for a road train permit. In the process of seeking consent from the road manager, the NHVR will request the road manager to consider the route to be included as a route approved under the gazette notice. 

The NHVR processes ALL class 2 road train permit applications except for travel within the Northern Territory and Western Australia. For these jurisdictions, apply directly to the relevant state or territory road transport authority.

For road trains that do not meet the prescribed mass or dimension limits within the National class 2 heavy vehicle road train authorisation (notice) 2015 (no. 1), you will need to submit a Class 3 (Miscellaneous) Permit Application.

Operators with a PBS approved road train will need to submit a Performance-Based Standards Permit Application to the NHVR.

PLEASE NOTE: Operators should check that their vehicle complies with the schedules and conditions in the relevant gazette notice as the permit relevant to this application will reference these same conditions.

Applications are fully completed The Customer Portal will automatically flag any incomplete fields in your permit application. If any sections are incomplete or ineligible, it will be returned to you for finalisation or improvement before we are able to process the permit application.
Applicant details Use the Customer Portal to keep your company or individual particulars up to date at all times. The Customer Portal will automatically fill in the relevant information based on your account details. Be sure to use the same company name every time. Applying under different company and trading names will delay your application.
Regulator Customer Number (RCN) Your RCN is linked directly to your ABN to ensure all of your applications for permits are in one place. If you don't have an RCN, it will be created for you the first time you register for the Customer Portal. If you have an RCN you do not need to complete Section 1 of the applcation form.
Vehicle details and dimensions

The Vehicle Configurations tool allows you to interactively build your vehicle to the required configuration and save these details for re-use on future permit applications.

Complete the vehicle details if the application is for vehicles operating under a Livestock Loading Scheme or if enrolment in the Intelligent Access Program (IAP) is required as a condition of access.

When completing the vehicle details, particular attention should be given to ensure the vehicle registration numbers are correct and a clear description of the vehicle. Please provide the registration number/s of the prime mover only.

Please ensure you have completed Section 4 of the application form correctly. Incomplete or unreadable information will be returned for your completion and delay the processing of your application.

Route/area details

You can nominate and save the intended route on the NHVR Journey Planner. The journey can be saved with a Journey ID and referencing this number will improve the NHVR’s processing time for your permit.

If the Journey Planner is not utilised you must supply a full route description (which includes a turn by turn analysis, listing ALL roads travelled on including the town and suburb information) or attach a clear map of the intended route with your application.

When completing the start address and destination address fields, please supply the full address including the street number.

If you are seeking a route that connects to an approved road train network, you only need to nominate the intended route from the point of the approved network to the start or destination point.

If the requested journey traverses through the Northern Territory or Western Australia, you must also contact the relevant state or territory road transport authority to obtain the required permit for the journey within that jurisdiction.

Route assessment fee The NHVR will notify you if the Road Manager is required to undertake a route assessment and if any assessment fee is payable to that Road Manager. Payment of this assessment fee is required to be managed between yourself and the Road Manager. 
Signature There is no need to provide a physical signature as the Customer Portal recognises your unique user profile and therefore knows who lodged the application. You will be required to check a box declaring that all details in the application are true and correct. The terms of use for the Customer Portal cover the requirement around signatures when you first access the Portal. Each application is required to be signed before it can be processed (digital signatures are permitted). If your application is not signed you will be advised to re-send another signed application page before your permit is processed.
Application payment

The application payment is a non-refundable application processing fee. The fee applies whether a permit is issued or not, including where a journey is covered by a Notice and doesn’t require a permit.

Payment of the application fee is available using debit card or credit card (Visa, Mastercard or American Express). It is done as the final simple step of the application submission.

Payment can be made by credit card (Visa, Mastercard or American Express) or cheque. Credit card payments are the preferred payment option and will speed up the application process.

Application submission The quickest way to submit applications is through the new Customer Portal. The Customer Portal will notify you that your application has been sucessfully submitted.

Submit your application ONCE only. If you submit your application more than once through multiple channels, this will slow processing down while we make sure we are working on the right application for you.

Submit only one application per fax. Each application will need to be sent through on a separate fax.
