Delegations project

The National Heavy Vehicle Regulator (NHVR) coordinates a range of access applications from start to finish, liaising directly with industry and road managers to manage applications and issue permits. 

While the NHVR processes all Class 2 and Class 3 permit applications via the NHVR Portal, we are assisted by state and territory governments in processing some Class 1 permit applications made under the Heavy Vehicle National Law (HVNL). The National Operational Strategy and Policy Advisory Group has endorsed the return of all access permit delegations and processing back to the NHVR.

Australian Capital Territory, Victoria, South Australia, Tasmania and Queensland have successfully completed the return of Class 1 and Class 3 heavy vehicle access permit processing to the NHVR. These applications can now be completed in the NHVR Portal

New South Wales Class 1 Delegations

The NHVR and Roads and Maritime Services (RMS) in consultation with local councils commenced the planning for the return of heavy vehicle permit processing to the NHVR during 2018. As part of this project, Class 3 permits in New South Wales was successfully returned to the NHVR from Monday 17 December 2018.

The NHVR will be returning the Class 1 delegation in New South Wales in three (3) phases:

  1. Agricultural (AG) – 30 April 2019 
  2. Special Purpose Vehicles (SPV) – 31 July 2019
  3. Oversize Overmass (OSOM) – ongoing

Queensland Class 1 Delegations

The NHVR and the Department of Transport and Main Roads (TMR) in consultation with local councils commenced the planning for the return of heavy vehicle permit processing to the NHVR during 2019. 

The NHVR will be returning the Class 1 delegation in Queensland in three (3) phases:

  • Agricultural (AG) – 26 August 2019
  • Special Purpose Vehicles (SPV) – 25 November 2019
  • Oversize Overmass (OSOM) –  16 December 2019

As of 16 December 2019, all permit applications in QLD must be submitted via the NHVR Portal.

QLD Class 1 Crane Permit Scheme

The NHVR have worked together with the Local Government Association Queensland (LGAQ) and the Crane Industry Council Australia (CICA) to develop the new QLD Class 1 Crane Permit Scheme.

The QLD Class 1 Crane Permit Scheme will be live as of the 25 November 2019. 

The permit scheme offers permitted access to a local council pre-approved network if you are an eligible vehicle. For more information on the permit scheme and to view the eligible vehicles, please refer to the following industry information sheet: 

The QLD Class 1 Crane Permit Scheme still requires the customer to submit an application via the NHVR Portal in order to get access to the applicable approved network/s.

NHVR Portal SPV Lockdown Functionality

The NHVR and the Department of Transport and Main Roads (TMR) have worked together to input the Special Purpose Vehicle (SPV) Authority To Operate (ATO) data into the NHVR Portal. 

The NHVR Portal SPV Lockdown functionality will allow customers to complete their registration details which will then automatically populate the axle mass and spacing fields. 

This functionality will assist industry when completing the application process in the NHVR Portal and ensure the accurate details are being provided. This will therefore contribute to making the overall process more efficient and streamlined.
