COVID-19 border restrictions

Information about border restrictions and any passes needed for the transport of freight and logistics across borders for each state or territory can be found on our dedicated NHVR coronavirus page.

Any form needed to cross a border is completed and submitted through the relevant state or territory authority and not through the NHVR.

Return of Delegations Project

In February 2014, the NHVR  delegated the authority to issue Class 1 and Class 3 heavy vehicle road access permits to the Chief Executive of each participating state and territory government. In New South Wales this authority was further delegated to local government. 

The NHVR Return of Delegations Project was established in 2016 to the return the delegated authority from the state jurisdictions of Australian Capital Territory, New South Wales, Queensland, South Australia, Victoria and the local governments of New South Wales. 

The project team worked very closely with the state jurisdictions, local governments and industry to successfully return all delegations over 12 stages. The last stage, NSW Class 1 Oversize Overmass (OSOM), was successfully completed on 1 June 2020.   

The NHVR Return of Delegations Project officially concluded on 30 June 2020 and the NHVR now processes all heavy vehicle road access applications and issues permits for participating states and territories.
