Approved Vehicle Examiners (AVE)

The NHVR uses Approved Vehicle Examiners (AVEs) to certify and approve certain modifications to heavy vehicles under the Heavy Vehicle National Law (HVNL).

The NHVR uses jurisdictional AVE schemes. This means that an AVE approved in a scheme within a jurisdiction is an AVE of the NHVR. AVEs must comply with the administrative and business rules of the scheme in which they are approved. If they are approved for more than one scheme they must comply with the scheme in which they are performing the function (e.g. if undertaking an approval in Victoria the administrative and business rules of the Vehicle Assessment Signatory Scheme would be applicable). An approval by an AVE is an approval under the HVNL.

The applicable jurisdiction scheme determines the various classes of AVEs. AVEs must comply with the business rules applicable to their class within that jurisdiction’s AVE scheme. As jurisdictional schemes include AVEs for both light and heavy vehicles, only those AVEs that have approval for heavy vehicle modification codes can approve heavy vehicle modifications .

The HVNL does not specify qualifications for mechanics undertaking service or repair of heavy vehicles, but sets the standards that heavy vehicles must meet. The qualifications of service providers who service or repair of heavy vehicles are currently the responsibility of the various state-based legislative authorities that administer the vehicle service and repair industry, including specific licensing arrangements.

Australian Capital Territory

Certification of heavy vehicle modifications in the ACT under s86 and s87, are being undertaken by Departmental Officers who are appointed as Authorised Vehicle Examiners for the purposes of the HVNL. Any persons wishing to modify an ACT registered heavy vehicle under s86 of the HVNL are to contact the ACT Road Transport Authority, Department of Justice and Community Safety, Office of Regulatory Services. New South Wales

Queensland

The Queensland Department of Transport and Main Roads does not publish lists of Approved Vehicle Examiners (Approved Persons) accredited in Queensland.

South Australia

In South Australia Approved Vehicle Examiners (Recognised Engineering Signatory) are recognised by the Department of Planning, Transport and Infrastructure as competent to direct and certify modifications to heavy vehicles. Tasmania

Tasmania has not appointed external Approved Vehicle Examiners for heavy vehicle modifications. Certification of heavy vehicle modifications under s86 and s87 are being under taken by Departmental Officers who are appointed as AVE’s for the purposes of the HVNL. Any person wishing to modify a Tasmanian registered heavy vehicle under s86 of the HVNL should visit the Department of State Growth website at www.transport.tas.gov.au/vehicles/specifications/modifications. Victoria

The VicRoads Vehicle Assessment Signatory Scheme (VASS) recognises Approved Vehicle Examiners (VASS signatory) to approve modifications to heavy vehicles. Northern Territory

Although the Northern Territory has not commenced the HVNL, the NHVR has worked with the NT so that modifications to heavy vehicles are mutually recognised. The Northern Territory Engineering Signatory Scheme certify modifications to heavy vehicles. Western Australia

Although Western Australia has not commenced the HVNL, the NHVR has worked with WA so that modifications to heavy vehicles are mutually recognised.
