Transitional notices were gazetted notices, guidelines, exemptions and other legal instruments that were made under state legislation prior to the commencement of the Heavy Vehicle National Law in 2014.
All transitional notices have expired (most of them on 9 February 2019) and any exemptions that were retained were incorporated into National notices and State notices.

The Queensland Form 4 and 11 Guidelines contained various exemptions, concessions and conditions for a range of Class 1 and 3 vehicles. These provisions were largely dealt with by introducing a Queensland Schedule for the national Class 1 load carrying vehicle mass and dimension notices published in 2016. Previously, Queensland was not a party to these national notices, and this step brings the consistent national approach to Queensland. To accommodate certain exemptions specific to Queensland regarding heavy SPV combinations and Class 3 vehicles carrying indivisible loads, two special Queensland-only notices were provided. |
