How do I apply for an OSOM permit?
- Check the gazette notice and state jurisdictional maps for your journey. This will show you all the latest schedules and conditions for your intended route. If your journey is covered by a gazette notice, you won’t need to apply for an OSOM permit. Take me to the gazette notices.
- Check if you need third party approval. Gazette notices, permits, and in some cases other laws outside of the Heavy Vehicle National Law (HVNL), sometimes require other parties to provide permission for travel. Learn more about third party approvals.
- Check you are applying to the correct authority. At the NHVR, we process all OSOM permit applications for travel in and between the Australian Capital Territory, New South Wales, Queensland, South Australia, Tasmania and Victoria through the NHVR Portal. For travel within the Northern Territory and Western Australia, you need to apply directly to the relevant state or territory road transport authority.
- Prepare your application. Find the relevant application type, complete all requested details including plotting required routes using the NHVR mapping tools within the application, and submit it through the appropriate channel. I’m ready to begin my application.

Pilots and escort vehicles
If your OSOM vehicle is being accompanied by a pilot and/or escort vehicle, please review the following information sheets:

All aspects of piloting/escorting are regulated by state and territory road transport authorities, except for Victoria.
Victoria escort services
In Victoria only, the NHVR provides escort services to OSOM transport.
Our NHVR Safety and Compliance Officers:
- provide escorts for vehicles carrying very large items
- conduct permit compliance checks.

Charges
The charge-out rate for these services is $248 per hour (including GST), with a minimum charge of two hours for weekdays and three hours for weekends and public holidays.
Charges start from the booking time to arrive at the escort pick-up point until completion of the service.
The charge-out rate is the reasonable cost of providing the service and is reviewed annually. These rates and conditions are consistent with those previously applied by the Department of Transport Victoria.
Cancellation fee
A cancellation fee applies for notice of cancellation received less than 24 hours prior to the service. Minimum charges of two hours on weekdays and three hours on weekends and public holidays will be applied.
Booking a vehicle escort
Before you book an escort service, ensure you have a permit for the journey as bookings cannot be made without a permit. Please also ensure invoices for previous bookings have been paid by the due date.
