What is RCMS?

The Regulatory Compliance Mobility Solution (RCMS) is our proprietary, cloud-based mobile application used by NHVR on-road Safety and Compliance Officers (SCOs) during heavy vehicle intercepts to complete risk profiling and targeted enforcement.

It connects to a central database of safety and compliance data in real-time, enabling our SCOs to access driver and vehicle information, target high-risk offenders, administer digital notices, and send intelligence data back to the database.

The RCMS was developed by the NHVR in partnership with Motorola Solutions Australia.

The RCMS allows NHVR SCOs at the side of the road to collect information required for compliance and enforcement under the Heavy Vehicle National Law (HVNL) and jurisdictional laws. This may include information about:

  • mass
  • dimension
  • loading
  • fatigue
  • vehicle standards
  • roads and traffic
  • permits
  • performance-based standards.

NHVR SCOs also check licence, registration, company information and historical intercepts (compliance actions, education, notes, media).

NHVR SCOs can view the past 30 days of confirmed sightings from all 115 National Safety Camera Network (NSCN) sites across the ACT, New South Wales, Queensland, South Australia and Victoria, including cameras from our Mobile Automatic Number Plate Recognition (ANPR) Camera Project (MACP). This equates to more than 3.5 million confirmed heavy vehicle sightings a month.

The RCMS has been enhanced with a ‘tasking and situational alerts module’, enabling NHVR SCOs to intercept heavy vehicles on high-risk journeys. The RCMS receives the alert from the ANPR camera sighting in just one minute.

The RCMS includes capabilities for investigation functions, national safety survey operations and advanced fatigue data collection. It can be licensed to other jurisdictions or agencies through its authentication, security, and architecture. It’s scheduled to be expanded for use in NSW and QLD in 2023. More than 500 users will access RCMS once it’s been fully rolled out.

Why does the NHVR use the RCMS?

More than 50,000 intercepts have been completed using RCMS, with safety offences and compliance actions issued on fatigue, load and mass, road rules registration and road permits. Compliant heavy vehicles are stopped for 10 minutes on average, compared to non-compliant vehicles which can take over 22 minutes.

The RCMS helps to reduce the compliance burden on the heavy vehicle transport industry by reducing duplication and inconsistencies across state and territory boards. It ensures compliance with evidence management legislative requirements and aids in the timely resolution of disputes and complaints.

The RCMS will soon be the sole handheld application used nationally by NHVR SCOs during roadside intercepts.

What happens to the data?

Intercept information captured in RCMS is stored for audit and evidentiary purposes, within NHVR’s Safety and Compliance Regulatory Platform (SCRP).

The NHVR extrapolates RCMS data in multiple ways:

  • RCMS connects data nationally for a complete single source picture of vehicles, drivers and operators.
  • RCMS data is used for input into the NHVR’s risk profiling tools to enable richer risk profiling.
  • Planning for National Operations.

The RCMS data and imaging is only released or distributed upon application and in compliance with relevant legislation.

The RCMS was a finalist in the Intelligent Mobility Awards category at the ITS Australia Awards 2021. The ITS Australia Awards recognise the outstanding work accomplished in the Intelligent Transport Systems industry.
