South Australia Class 1 Platform Trailer Exemption Trial Notice Operator's Guide

The South Australia Class 1 Platform Trailer Exemption Trial Notice 2025 (No.2) grants exemptions from mass and dimension requirements for a Class 1 heavy combination that includes a platform trailer or a Class 1 heavy combination that includes a low loader dolly and a platform trailer.

Note: The Notice provides an exemption from certain heavy vehicle mass and dimensions limits outlined in the MDL for Class 1 vehicles operating in South Australia.

This instrument does NOT exempt these heavy vehicles from other requirements of the Heavy Vehicle National Law (HVNL), including, but not limited to, other mass and dimension requirements.

Overview

The information in this Operator’s Guide is intended to do two things:

Explain how the South Australia Class 1 Platform Trailer Exemption Trial Notice 2025 (No.2) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice

The Notice provides a Class 1 heavy vehicle combination consisting of a prime mover towing either a:

platform trailer; or
a low loader dolly and a platform trailer,

with exemptions from mass and dimension requirements under the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL).

To operate as an eligible vehicle under the Notice, a heavy vehicle combination must:

be carrying or designed for the purpose of carrying a large indivisible item; and
comply with the conditions of the Notice.

This Notice authorises operation for platform trailer combinations at:

maximum allowable mass and dimension limits
reduced mass and dimension limits, including unladen operation, on a broader road network than the maximum limits above.

The Notice complements but operates separately from the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No.1) and National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No.1). Operators should check these notices for access before considering applying for a permit.

Exemptions

These exemptions only apply to the extent to which conditions are granted.

Dimension exemptions

An eligible vehicle operating under this Notice is exempt from the following dimension requirements of Schedule 6 of MDL:

section 3 - Length – combination or single vehicle
section 5 – Length – rear overhang
section 7 – Width
section 8 – Height.

Mass exemptions

The Notice exempts eligible vehicles from the following mass requirements specified in Schedule 1 of the MDL:

section 2 – Mass limits for a single vehicle or combination
section 4 – Mass limits for a single axle or axle group
section 5 – Mass limits in relating to axle spacing generally.

Additional or conditional mass limits allowed under this Notice must not exceed manufacturer mass limits as outlined in section 8 of the MDL.

The exemption only applies to combination mass and axle mass limits. If two or more mass limits are provided that impose different limits, the lower limits apply.

Note: Other mass and dimension limits in the MDL apply.

Definitions

The following are terms used in this Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Term	Definition
ADR	Australian Design Rules.
As constructed	The maximum width to which a low loader dolly may be constructed. For example, a maximum 2.5m ‘as constructed’ width means that a low loader dolly must be no more than 2.5m wide prior to its width being adjusted. The low loader dolly may be built to be expanded by its operator to a greater width.
Ground Contact Width (GCW)	The distance between the outermost points of ground contact of the outside tyres on each end of an axle. in relation to an axle, is the distance between the outermost point of ground contact of the outside tyres on each end of the axle; or in relation to an axle group, is the minimum ground contact width, as defined in a. above, of all the axles in the axle group.
HVNL	Heavy Vehicle National Law.
Low loader dolly	A device for distributing mass that— is usually coupled between a prime mover and low loader; and consists of a rigid frame of a gooseneck shape; and does not directly carry any load; and is equipped with 1 or more axles, a kingpin and a fifth-wheel coupling.
MDL	Heavy Vehicle (Mass, Dimension and Loading) National Regulation.
Platform trailer	A modular trailer designed for the movement of an indivisible item.
Reduced masses platform combinations	Eligible reduced masses platform combinations are combinations that comply with reduced axle mass limits as stipulated in Table 2 of the Notice. They operate at lesser masses than the maximum axle mass limits as stipulated in Table 1 of the Notice. Eligible reduced masses platform combinations may operate unladen or be used to transport equipment loaded on the trailer such as a low loader dolly, platform modules or pilot vehicles and are subject to the eligible vehicle not exceeding the reduced platform combination axle mass limits of Table 2 of the Notice.

Eligible vehicles

To be eligible to operate under the Notice, eligible vehicles must comply with the conditions of the Notice and all other requirements of the MDL, except where specifically exempted by the Notice.

The Notice applies to a Class 1 heavy vehicle operating in South Australia, as listed in Table 1. Note that the images are indicative only and not an exhaustive list.

Prime movers eligible to operate under the Notice must have either a single steer axle or a twin steer axle group.
Prime movers eligible to operate under the Notice must have a dual-drive tandem axle group.
Platform trailers eligible to operate under the Notice must have between 5 and 10 axles. Each axle must be fitted with at least 8 tyres.
Low loader dollies eligible to operate under the Notice must have 2 axles, with each axle being fitted with either 4 or 8 tyres.

Conditions

Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to the Notice.

Dimension limits

An eligible combination must comply with the dimension limits described in Table 2.

The dimension limits vary depending on whether an eligible combination is operating at:

maximum axle mass limits; or
reduced platform combination axle mass limits.

*Before operating an eligible vehicle over 4.6m high, operators must consult with SA Power Networks to ensure powerlines on the route will allow sufficient overhead clearance.

Dimension conditions

Smallest practicable dimensions

An eligible vehicle must be loaded and operated to the smallest practicable dimension.

Low loader dollies

A low loader dolly with:

4 tyres on each axle must not be wider than 2.5 m as constructed.
8 tyres on each axle must not be wider than 2.7 m as constructed.

A low loader dolly’s width may be adjusted to greater than those minimum, such as by extending axles outwards to support a wide load.

Figure 1 shows an 8-tyred low loader dolly:

Adjusted to its minimum width, which must be no greater than 2.7m.
Adjusted to the width limit under the notice of 5.5m – as necessary to support a wide load.

Rear overhang limits

An eligible combination’s rear overhang must not exceed 5.5m or 25% of the combination length, whichever is lesser.

Rear overhang for eligible vehicles is measured from the midpoint of the last two axles of the axle group to the rear of the trailer or the or the load, as shown in Figure 2.

Prime mover and low loader dolly combinations

An eligible combination must comply with the axle mass requirements in Table 3.

A low loader dolly must operate at its minimum dimension limits when operating in a reduced platform combination.

Dual-drive tandem axle group and low loader dolly

An eligible combination which includes a low loader dolly must comply with the axle group mass requirements in Table 4.

The minimum low loader dolly ground contact width (GCW) is stated in 'Column 1'.

The centreline from the first axle in the dual drive tandem axle group to the last axle in the low loader dolly is marked as the 'Maximum mass'.

Marked in Bold in Table 4, is an example of how to calculate the maximum mass by aligning 'Column 1' and 'Column 2' for an eight-tyre axle.
Minimum ground contact width of 4.6m ('Column 1') plus an axle spacing of 5.6m ('Column 2') is 50.0t.

Pilot and escort vehicle conditions

An eligible vehicle must comply with any relevant conditions in the Escorting Guidelines for Oversize and Overmass Vehicles and Loads in South Australia.

Eligible vehicle requirements

Prime mover

A prime mover must have:

either a single axle or twin steer axle group; and
a dual-drive tandem axle group.

Low loader dolly axle group

An axle group on a low loader dolly forming part of an eligible vehicle must:

have two axles; and
have a maximum of eight tyres per axle; and
have a minimum of four tyres per axle.

Platform trailer axle groups

A platform trailer must:

have a minimum of five axles; and
have a maximum of ten axles; and
each axle must be fitted with at least eight tyres.

A platform trailer must have the following axles spacings:

for an axle group of five axles the minimum axle spacing is 1.2m; or
for an axle group of more than five axles the minimum axle spacing is 1.6m.

Speed restrictions

Table 5 shows the maximum speed an eligible combination can operate at, unless the posted speed indicates a lower speed.

Warning signs

Warning signs must be designed and fitted in accordance with Schedule 8 Part 3 Division 2 of the MDL. For more information, see Schedule 8, Oversize signs webpage.

Other conditions and additional information

Assessing routes

Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:

disrupting telecommunication, electricity, rail, gas, water or sewage services; or
damaging a road (including a bridge), structure, rail crossing or tree.

Prior to commencing a journey a driver or operator of an eligible vehicle must check for any information about updates and any restrictions or limitations applying to the proposed route.

The driver or operator must, before commencing the relevant journey, identify any relevant road closures and road conditions or restrictions that may inhibit the movement of the eligible vehicle.

Third party approvals

Gazette notices, permits and some jurisdictional laws may require third parties and other entities to provide permission for a vehicle to travel if it exceeds certain mass or dimension limits.

Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.

Before operating an eligible vehicle over 4.6m high, operators should consult with SA Power Networks to ensure powerlines on the route will allow sufficient overhead clearance.

Loading requirements

To meet the loading requirements, the heavy vehicle must be loaded:

in a way that load placement does not make the heavy vehicle unsafe or unstable
in a way that the load is not likely to fall or be dislodged from the vehicle
using an appropriate system to restrain the load.

Complying with the HVNL

Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:

Australian Design Rules (ADRs); and,
Heavy Vehicle National Law (HVNL); and,
Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).

Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.

Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.

Chain of Responsibility (CoR)

Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.

Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice

A copy of the Notice must be carried at all times by a driver of an eligible vehicle operating under the Notice and the driver must be able to produce it to an authorised officer or a police officer on request.

Network and mapping

For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.

In this tab, you will find the approved routes authorised under the Notice. There may also be network conditions pursuant to the stated areas and routes under the Notice. Network conditions relate to road and travel conditions that are not contained within the Notice.

National Network Map

Certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Additional information and guidance can be found on the National Network Map webpage.

The following routes are approved for travel for vehicles eligible under this Notice.

A copy of this notice must be carried at all times by a driver of an eligible vehicle operating under this notice, and the driver must produce it upon request of an authorised officer or a police officer.

An eligible vehicle must comply with any relevant conditions in the Escorting Guidelines for Oversize and Overmass Vehicles and Loads in South Australia.

For SA Power Networks, consultation is required for vehicles operating over 4.6m high.

An eligible combination must comply with the conditions or restrictions of operating on an area of route stated in the Dimension Restrictions Map page of the South Australia Government’s website at www.sa.gov.au/heavyvehicles.

Locating the network

To view the network for the Notice, go to the Trial - Load Carrying Vehicle Networks map. Once you are on the main page of the map, go to the top-right side and select the folder icon. Once you have selected the folder or 'Layer lists', locate the 'Platform combinations' header and select the relevant eligible vehicle from the list that coincides with Table 6.

An eligible vehicle complying with the conditions of the Notice and complying with the maximum axle mass limits (as shown in Table 3), may operate onthe networks shown in Table 6.

An eligible vehicle complying with the conditions of the Notice and complying with the reduced platform combination axle mass limits (as shown in Table 3), may operate on the:

‘Reduced masses platform combinations’ network.

The ‘Reduced masses platform combinations’ network provides access when operating at lesser masses than the maximum axle mass limits. This network allows eligible vehicles to operate unladen or to transport equipment loaded on the trailer, such as a low loader dolly, platform modules or pilot vehicles subject to the eligible vehicle not exceeding the reduced platform combination axle mass limits.

Specified road manager network requirements

The following section outlines specific road manager route requirements under the Notice, including route conditions and restrictions.

Road manager route requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.

Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.

There are two network access conditions that may apply to eligible vehicles on the South Australian network.

South Australia road manager conditions (Table 7).
Requirements to travel over structures (Table 8).

Department of Infrastructure and Transport	Adelaide Metropolitan Area: No access between the hours of 07:00-0:900 and 16:00-18:00, Monday to Friday inclusive. You can view the map on the Department of Infrastructure and Transport website - Adelaide Metropolitan Area map. Adeliade Hills dimension condition: If the vehicle and load exceed 3.05 metres wide and/or 19 metres long, you must not travel in the Adelaide Hills Zone.

Dimension Restrictions map

The Dimension Restrictions map has been developed to assist in journey and route planning and should be used alongside the National Heavy Vehicle Regulator’s Route Planner and TrafficSA prior to commencing any journey in South Australia.

The map includes the following information:

points, roads, and zones where there are dimension limitations (height, width and length)
major railways and level crossings
pilot and marshalling locations in South Australia
network access notes.

Travel over structures

To arrange a police escort at the sites listed in Table 8, please phone 131 444. SAPOL requires advance notice of these moves and has requested that they be contacted as soon as practicable ahead of travel, to minimise the chance that an escort is not available when needed.

South Australia Class 1 Low Loader Exemption Trial Notice 2025 (No.2) Grants exemptions from mass and dimension requirements for a Class 1 heavy combination that includes a low loader or a Class 1 heavy combination that includes a low loader dolly and low loader. South Australia Class 1 Transport of Indivisible Items and Agricultural Vehicles Dimension Exemption Notice 2023 (No.1) Provides access for class 1 heavy vehicles, carrying either large indivisible items or agricultural vehicles, which exceed regulation dimensions, to travel on roads in South Australia subject to conditions specified in the notice.
Tasmania	Tasmania Class 1 Load Carrying Vehicles Mass and Dimension Exemption Notice 2024 (No. 2) Exempts categories of laden and unladen Class 1 load carrying vehicles from the stated prescribed mass and dimension requirements in Schedule 1 and Schedule 6 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation.
