Network Access Policy

The NHVR Network Access Policy (NAP) team is responsible for maintaining and developing notices for heavy vehicles. These notices govern access for various types of vehicles, including B-doubles, road trains, cranes, oversize and overmass combinations, agricultural equipment, and Australian Defence Force Vehicles.

  • Notice grants exemptions from dimension requirements for Class 1 heavy vehicles for the transportation of a large indivisible item.
  • The Notice provides a Class 1 heavy vehicle combination consisting of a:

    • rigid truck; or
    • rigid truck towing one trailer; or
    • prime mover towing a semitrailer.
New Queensland Class 2 Gympie Bypass Authorisation Notice 2024 (No.1) 6 November 2024 New
  • Provides access to the Gympie Bypass for eligible vehicles that have a Class 2 heavy vehicle authorisation (permit) under the Heavy Vehicle National Law (HVNL).
  • The Notice was developed to enable operators who have been granted access to the Bruce Highway to have that access expanded to include a recently completed extension to the Bruce Highway, the Gympie Bypass.
  • The Notice will grant operators access to both the Old Bruce Highway and the new Gympie Bypass for 12 months for permits issued prior to 24 October 2024.
  • Access to the Old Bruce Highway will continue following commencement of this Notice. Any new access requests to the Bruce Highway will require operators to request both the Old Bruce Highway and the new Gympie Bypass.

  • The Notice grants eligible Australian Defence Force (ADF) vehicles exemptions from the mass and dimension requirements for Class 1 and 3 heavy vehicles when operated under the Defence Assistance to the Civil Community (DACC) framework. 

  • It will provide the ADF with vehicle access to areas in which governments have requested their assistance, without the need for applying and receiving NHVR permits. This will help expedite the ADF’s delivery of that assistance and reduce administrative burden on the NHVR, ADF and road managers.

  • The Notice applies to a vehicle or combination consisting of one or the following:
    • rigid truck or prime mover without a trailer; or
    • prime mover towing a semitrailer; or
    • a B-double.

  • A Class 2 vehicle operates under an authorisation rather than an exemption.

    Transitional notices

    Transitional notices were gazetted notices, guidelines, exemptions and other legal instruments that were made under state legislation prior to the commencement of the Heavy Vehicle National Law in 2014.

    All transitional notices have expired (most of them on 9 February 2019) and any exemptions that were retained were incorporated into National notices and State notices.

        The Queensland Form 4 and 11 Guidelines contained various exemptions, concessions and conditions for a range of Class 1 and 3 vehicles.

        These provisions were largely dealt with by introducing a Queensland Schedule for the national Class 1 load carrying vehicle mass and dimension notices published in 2016. Previously, Queensland was not a party to these national notices, and this step brings the consistent national approach to Queensland.

        To accommodate certain exemptions specific to Queensland regarding heavy SPV combinations and Class 3 vehicles carrying indivisible loads, two special Queensland-only notices were provided.

          Notice of approval and exemption - Operation of road train vehicles in South Australia

          The original South Australia notice contained a variety of authorisations, exemptions and HML declarations.

          These cannot be combined under a single HVNL notice, and many were redundant with conditions that already existed in other notices. Therefore, various components have been distributed among existing and amended notices.

          For example, HML networks were moved to the South Australia Class 3 (Application of Higher Mass Limits) Mass Exemption Notice 2019 (No.1).
