NHVAS Approved Auditors

All NHVAS Approved Auditors are qualified ISO 9001 quality management system auditors that have undergone an additional heavy vehicle assessment against the mass and maintenance modules, and the business rules and standards.

Auditors can choose to undertake the additional scope of fatigue management certification, this allows them to audit against all three modules (Mass, Maintenance, and Fatigue). If you hold accreditation in a Fatigue module (AFM or BFM) please ensure you select an auditor that is certified to do so.

Auditors - Business Rules and Standards

Under section 22 (Auditors) of the NHVAS Business Rules and Standards, it states:

  1. An auditor of a Mass, Maintenance or Fatigue Management System is a person who is registered by the NHVR and:
    • holds a qualification in heavy vehicle auditing
    • has transport industry experience and capability
    • has excellent communication skills and the ability to build relationships and work collaboratively
    • holds current professional indemnity and public liability insurances
    • is a fit and proper person
    • if conducting an audit, wherein they lead one or more auditors or has in place a formal agreement to second a person with the technical competencies, as required under section 22 (2), they must also hold a relevant lead auditor qualification accepted by the NHVR.
  2. For the purposes of carrying out an audit of a Mass or Maintenance Management System, in addition to the requirements of section 22 (1) above, an auditor must also:
    • have relevant technical competencies that are recognised under the Australian Qualifications and Training Framework (AQTF) or through training recognised by the NHVR or by another person or body authorised for that purpose by the NHVR.
    • provide proof of a formal arrangement that enables the auditor to second a person or persons with such competencies, as is necessary to complete an audit.

Conflict of Interest

An auditor cannot develop a management system on behalf of an operator and then subsequently audit the same system. For example, an auditor cannot provide an operator with a consultancy service for the design of their management system when applying for accreditation, then conduct the entry or subsequent compliance audits on that system.

This rule does not apply when the management system developed by the auditor as a consultant is different from the system being audited by that auditor. For example, an auditor who assists an operator to establish a vehicle maintenance system is still permitted to audit the operator’s Mass Management or Fatigue Management systems (if they hold the required registration), but is not permitted to audit the maintenance system.

We may reject the nomination of an auditor and either appoint an alternative or request the operator selects another auditor. This will also occur when there is a perceived conflict of interest or other risk to the integrity of the audit that has been brought to our attention. In these circumstances, on receiving the compliance audit application (CAA) from an operator, we will notify the operator that their choice of auditor has been refused by rejecting the CAA. We would then ask the operator to choose an alternative auditor.

In the event of an auditor learning that an actual or apparent conflict of interest may exist, the auditor must immediately inform us. When an audit has already started, we should be notified and the audit must be immediately suspended until a determination has been made.

Code of Conduct

When registered with us, Approved Auditors act on behalf of us in relation to auditing under the Scheme. All Approved Auditors are subject to the terms in the NHVAS Audit Framework and Auditor Code of Conduct.

The Code of Conduct outlines the principles and the standards of behaviour expected of Approved Auditors. Approved Auditors must ensure that these principles are upheld at all times when undertaking functions under the Scheme.

The Code of Conduct is also be available to Scheme participants and the public so they know what behaviours to expect from auditors.
