Training modules

The NHVR has developed three eLearning modules to assist local government in their role as road managers. Please allow 30-45 minutes to complete each module.

Introduction to heavy vehicles

This e-learning module provides comprehensive information to road managers about different types of vehicles, coupling types, mass limits, the Performance Based Standards scheme, access objectives and management, vehicle standards, the Australian Design Rules, and the NHVR's compliance and enforcement activities.

Guidelines for granting access

This e-learning module provides guidance and clarity on the Approved Guidelines for Granting Access. The guidelines provide information on aspects of heavy vehicle access decision making, under the HVNL. The NHVR, road authorities and road managers must have regard to these guidelines when making access decisions.

Performance Based Standards eLearning Module
Performance Based Standards

This e-learning module provides a detailed overview of the PBS scheme, including its benefits, the pre-advised, design and vehicle approval processes, access, quad-axle group combinations, the PBS standards, and common PBS vehicles and configurations.

Freight PASS

The National Heavy Vehicle Regulator (NHVR) has launched an interactive tool - Freight PASS (Productivity and Safety/Sustainability) - to help industry and road managers make more informed safety, productivity and sustainability decisions about the benefits of heavy vehicle combinations on the road network.

Support

An important role of the NHVR is to assist road managers in making access decisions. Where assistance is necessary, road managers are encouraged to engage with the NHVR to determine how it can assist in making an access decision.

Some road authorities may have capacity to assist road managers in making access decisions. A road authority may decide to provide further assistance and tools to road managers to facilitate safe, efficient, and appropriate access to state and territory networks.

Local Stakeholder Engagement Officer

The NHVR’s Stakeholder Engagement team connects and engages with industry, associations, state authorities and local governments on heavy vehicle services and administration of the HVNL.

State-based Stakeholder Engagement Officers work with local government road managers to share available training, updates and support in relation to managing heavy vehicle access.
