Christmas/New Years business hours
From 25 December 2025 to 1 January 2026 inclusive, NHVR offices will close for the Christmas/New Year break.
During this period, we will continue to process Access and NHVAS applications and provide limited support to handle any related enquiries from 7am-4pm AEST, Monday to Friday. We will not be processing any other types of applications (i.e. Fatigue, PBS or Vehicle Standards).
Our Contact Centre will be closed on the national public holidays, but will be open 7am-5pm AEST on all other business days and 8am-4pm AEST on Saturday and Sunday.
The Heavy Vehicle Confidential Reporting Line will also be closed from 25 December 2025 to 1 January 2026. If it’s an emergency or there’s a safety risk happening on the road, please call 000.
State and territory road transport agencies have advised us of the closure of their access permitting offices for the following dates during the holiday period.

Christmas/New Years travel restrictions
Over the Christmas and New Year period, there are travel restrictions in place for certain Class 1 heavy vehicles, as outlined below.
Please note: For vehicles operating under a permit, operators should check the permit's conditions to establish whether Christmas or public holiday travel restrictions are explicitly listed or are referenced in related notices. All heavy vehicles are subject to conditions of access under their relevant notice or permit.
Australian Capital Territory
No specific Christmas restrictions in place.
New South Wales

Queensland
Please note the following restrictions for oversized vehicles:
- An oversize vehicle or combination that requires more than one pilot, or escort vehicle, is not permitted to travel from 12.01am Friday 19 December 2025 until 11.59pm Friday 2 January 2026.
- All other oversize vehicles or combinations are not permitted to travel from 12.01am Wednesday 24 December 2025 until 11.59pm Friday 2 January 2026.
Christmas and New Year exceptions in the Queensland Access Conditions Guide
Exceptions to these Christmas and New Years restrictions may apply to oversize heavy vehicles and combinations in the Queensland Access Conditions Guide.
Before travel, operators must ensure they comply with the exception provided in the following sections or schedules in the Queensland Access Conditions Guide.
- Section 11.7, Oversize vehicles or combinations travelling in the Cooper Basin Regin (Appendix B) where travel is directly involved with or in support of liquified Natural Gas or mining activities.
- Schedule 1, Special Purpose Vehicles (SPV) up to 3.5m
- Schedule 2, Special Purpose Vehicles Combinations.
- Schedule 3, Class 1 vehicles.
- Schedule 5, Conditionally registered oversize vehicles or combinations, travelling to or from unplanned repairs to public utilities, natural disasters, and other emergencies.

Christmas and New Year restrictions for Agricultural vehicles and combinations
Separate Christmas and New Year restrictions apply to oversize heavy agricultural vehicles and combinations operating under the National Class 1 Agricultural Vehicle and Combination Mass and Dimension Exemption Notice.
Eligible vehicles must comply with Christmas and Easter restrictions published in that Notice which can be found in Table 20: Holiday restrictions under Conditions -> National daytime conditions and holiday restrictions -> Holiday restrictions of the National Class 1 Agricultural Vehicle and Combination Mass and Dimension Exemption Notice Operator's Guide.
Oversize light agricultural vehicles and combination operating under the Safe Movement Guideline for Light Agricultural Vehicles, Light Agricultural Combinations and Drawn Plant refer to Christmas and New Year restrictions under that Guideline.
South Australia
As per the South Australia Escorting guidelines for oversize and over mass vehicles and loads (PDF, 799KB), where an oversize load requires a police escort, travel will not be permitted:
- on South Australian public holidays
- during public holiday periods
- during major events (e.g. Tour Down Under).
A public holiday period means
- a period of 3 or more consecutive days covering a declared South Australia public holiday and adjacent weekend days (for example Easter and every long weekend)
- the period between 23 December and 3 January (inclusive).
Tasmania
The Department of State Growth’s Transport Safety & Investigation Officers will be unavailable to provide services from 24 December 2025 through to 2 January 2026 (inclusive). As a result, any activities requiring an escort as a condition of a permit or notice will not be able to meet this requirement and therefore cannot proceed during this period, except in the case of an emergency. We encourage operators to plan ahead to avoid delays or disruptions to movements during this time.
