As part of the West Gate Tunnel Project, Victoria's Department of Transport and Planning (DTP) has introduced No-Truck Zones on certain roads in Melbourne’s Inner West.
What you need to know
- No-Truck Zones and a night/weekend curfew apply on certain roads in Melbourne’s Inner West.
- Cameras monitor the No-Truck Zones 24/7.
- Travel within No-Truck Zones is restricted to certain vehicle types and journey purposes. Vehicles that are not an exempt vehicle type or travelling for an exempt journey purpose are required to use alternative freight routes.
- If your vehicle type is not allowed in No-Truck Zones, you may still have an exemption based on your journey type; however, you must notify the NHVR of your exemption in advance or within 48 hours of travel to avoid a penalty infringement notice (PIN).

Exemptions
Vehicle type
The following heavy vehicle types are still permitted in No-Truck Zones and are not required to notify the NHVR of their exemption:
- bus
- 2-axle truck not transporting a shipping container
- tow truck
- concrete truck (including concrete pump truck)
- waste disposal truck
- any motor home, emergency, or police vehicle considered a heavy vehicle.
Journey purpose
Trucks with an origin or destination within a No-Truck Zone will only be allowed to enter for one of the following purposes and must notify the NHVR of their exemption via DTP Victoria prior to or within 48 hours of travel:
- a delivery to or from a place within a No-Truck Zone
- performing construction or maintenance work within a No-Truck Zone
- vehicle repairs or sales within a No-Truck Zone
- driving to or from a garaged address within a No-Truck Zone.
Permits
A valid heavy vehicle permit that explicitly includes the DTP-added special condition NTZEX01 is recognised as an approved exemption for travel within the No-Truck Zone(s) listed on the permit’s approved route.
An existing NHVR permit (without the special condition) that lists roads within a No-Truck Zone does not automatically grant permission to operate within those zones. Unless the permit explicitly includes DTP special condition NTZEX01, operators are not authorised to travel within the No-Truck Zones.
In these circumstances, operators must either:
- use an alternative approved route (if eligible)
- notify the NHVR if they meet a listed exempt journey purpose for No-Truck Zone travel (if eligible), or
- obtain a permit that includes the required NTZEX01 condition before travelling.
Note: Eligible vehicles can access approved alternate routes, provided a copy of the approved Temporary variation for heavy vehicles in Victoria – Melbourne, Inner West - West Gate Tunnel Project is used in conjunction with your current permit. If you do not have a current permit, you are required to apply for the alternative route via NHVR Go.
Penalty and infringement notices
If a penalty infringement notice has been issued, you may apply to have the decision internally reviewed (including nominating someone else to receive the infringement) by lodging an application with Fines Victoria online.

The NHVR’s role
As part of the introduction of the No-Truck-Zones, the NHVR has assumed responsibility for:
- Assessing exemption applications received via DTP.
- Reviewing camera detections from prescribed No-Truck Zone cameras.
- Taking appropriate regulatory action for identified non-compliance with No-Truck Zones.
