Business Rules and Standards

The updated Heavy Vehicle National Law (HVNL) and new Heavy Vehicle Accreditation (HVA) scheme take effect on 1 August 2026. From this date, the NHVR will no longer have authority to grant any new NHVAS accreditation. This document outlines the requirements for entry to, and participation in, the NHVAS. It provides a framework for NHVAS governance and administration. It also sets out policies and procedures for interaction between key parties and is used by the NHVR, as well as any person who offers management, consultancy or audit services to the accredited operators.
