The South Australian Class 3 Truck and Dog (up to 23m) Mass and Dimension Exemption Notice 2022 (No.1) provides access to eligible truck and dog combinations on the approved network, subject to the conditions contained in the Notice and this Operator’s Guide.
Additional access on specific council B-double commodity routes has also been approved, details of which are provided in the Network and Mapping section of this Operator's Guide.
Travel off the approved networks requires a permit.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the South Australian Class 3 Truck and Dog (up to 23m) Mass and Dimension Exemption Notice 2022 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
The Notice exempts 23m truck and dog trailer combinations from the following mass requirements specified in Schedule 1 of the MDL:
- section 2(1)(a)(iv) and 2(4) - mass limits for a single vehicle or combination
The exemptions in this section only apply to the extent provided under the conditional axle masses set out in section 9 of the Notice.
Dimension requirements
An eligible vehicle is exempt from the following dimension requirements under Schedule 6 of the MDL:
- section 3(1)(a) - length (combination or single vehicle)
The exemptions in this section only apply to the extent provided under the conditional dimension limits that are set out in section 12 of the Notice.
Definitions
Unless otherwise stated, words and expressions used in this Operator’s Guide have the same meanings as those defined in the HVNL and the Notice.

Eligible vehicles
To be eligible to operate under the Notice, approved combinations must comply with all requirements of the MDL, apart from the exemptions approved under the notice.
Truck
A 3-axle truck with:
- single steer axle;
- tandem drive axle group.
Trailers
- 3-axle dog trailer with a single axle at the front and a tandem axle group at the rear.
- 4-axle dog trailer with a tandem axle group at the front and a tandem axle group at the rear.
- 5-axle dog trailer with a tandem axle group at the front and a tri-axle group at the rear.

Conditions
Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to this Notice.
Vehicle conditions
An eligible truck and 3-axle dog trailer must meet the below minimum axle spacings requirements.
An eligible truck and 4-axle dog trailer must meet the below minimum axle spacings requirements.
An eligible truck and 5-axle dog trailer must meet the below minimum axle spacings requirements.
General
- On Traffic SA you will find information about planned roadworks, road closures and traffic alerts. The website also contains information about roads and traffic during incidents and emergencies that may impact road users. Prior to travelling, please check the Traffic SA website for the latest update information to ensure the vehicle combination listed in this instrument can travel and is safe to do so. There may be roadworks that will inhibit travel.
- If travelling on outback roads, please also check Outback Road Warnings for additional traffic information prior to commencing a journey.
- A driver or operator must check a route network map and traffic condition advisory service for updates and any road closures or restrictions (including the conditions of operation) or limitations along the proposed route on the Department for Infrastructure and Transport website SA RAVnet.
- A combination under this Notice that exceeds 22m in length must have a Long Vehicle sign displayed at the rear of the combination in accordance with Schedule 3 sections 5(3) and 6 of the Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
- A combination under this Notice must not exceed a speed of 80km/h or any posted speed limit, whichever is the lesser.
- A combination under this Notice must comply with all the restrictions or conditions displayed on the Department for Infrastructure and Transport map on SA RAVnet.
Specific council conditions for commodity routes
District Council of Ceduna
Road condition
An eligible vehicle must not operate on unsealed roads for routes in an area that has received greater than 15mm of rain in the preceding 24 hours of the rain event.
Speed restrictions
An eligible vehicle whether loaded or unloaded is restricted to the following speeds:
- 80km/h on sealed Council maintained roads with speed limits posted above 80km/h;
- 70km/h on unsealed Council maintained roads with speed limits posted above 60km/h;
- 40km/h on all Council maintained roads with speed limits posted at 60km/h or lower.
District Council of Cleve
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40km/h within town limits on Main Street, Cleve.
District Council of Elliston
- No access to unsealed routes that have received greater than 30mm of rain in the preceding 24 hours.
- Restricted speed limit loaded or unloaded of 60km/h on all commodity routes.
- Hauling units to be fitted with a yellow revolving flashing light that can be viewed from 360 degrees by approaching traffic.
- Driver to stop and give way to other road users where they would normally have priority to allow the other vehicle to clear the intersection prior to the RAV undertaking a turning manoeuvre.
District of Franklin Harbour
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40 km/h within town limits.
- RAV operators are to inspect all unsealed routes that have received greater than 15mm of rain in the preceding 24 hours to ensure that the pavement will not be damaged by RAV operation.
District Council of Kimba
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40 km/h within town limits.
District Council of Lower Eyre Peninsula
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40 km/h within town limits.
- No access to unsealed routes that have received greater than 15mm of rain in the preceding 24 hours.
District Council of Tumby Bay
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40 km/h within town limits.
- RAV operators are to inspect all unsealed routes that have received greater than 15mm of rain in the preceding 24 hours to ensure that the pavement will not be damaged by RAV operation.
Wudinna District Council
- Restricted speed limit loaded or unloaded of 70km/h on unsealed roads outside of town limits.
- Restricted speed limit of 40 km/h within town limits.
- RAV operators are to inspect all unsealed routes which have received greater than 15mm of rain in the preceding 24 hours to ensure that the pavement will not be damaged by RAV operation.
- Operators may be liable for the cost of pavement repairs.
Network and mapping
For the purposes of s121 of the HVNL an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
RAVnet
The approved network for operations under this Notice in South Australia is the Rigid Truck and Dog (23m) (GML) Network.
Additional access
Additional access is granted under this Notice to B-double commodity routes on the West Coast and Eyre Pennisula when carrying that specific commodity. These commodity routes can be located via the South Australian RAVnet.
