The Tasmania Class 3 Truck and Dog Trailer Mass and Dimension Exemption Notice 2024 (No.1) exempts Class 3 truck and dog trailer combinations from certain mass and dimension requirements of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL).
Note: The Notice provides an exemption from certain heavy vehicle mass and length limits outlined in the MDL for Class 3 vehicles.
This instrument does NOT exempt these heavy vehicles from other requirements of the Heavy Vehicle National Law (HVNL) including other dimension requirements and mass requirements.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the Tasmania Class 3 Truck and Dog Trailer Mass and Dimension Exemption Notice 2024 (No.1) (Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
This Notice exempts an eligible combination from the following general mass requirements specified in Schedule 1 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL):
- section 2 – Mass limits for a single vehicle or combination
- section 4 – Mass limits for a single axle group
- section 5 – Mass limits relating to axle spacing generally.
Dimension requirements
An eligible combination operating under the Notice is exempt from the following dimension requirements of Schedule 6 of the MDL:
- section 3 – Length (combination or single vehicle).
Note: Exemptions in the Notice only apply where the vehicle complies with the relevant conditional limits stated in the Notice. If those conditions are not met, the standard MDL requirements continue to apply.
Definitions
The following are terms used in this Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Eligible vehicles
The Notice applies to Class 3 rigid truck and dog trailer combinations that meet the following specifications:
- Rigid truck requirements:
- The Steer axle group must be a single or twinsteer axle group.
- The drive axle group must be a tandem axle group.
- All axles in the drive axle group must be fitted with dual tyres (i.e. four tyres per axle).
- Dog trailer requirements:
- The front axle group must be a single axle or tandem axle group.
- The rear axle group must be a single axle or tandem axle group.
- All axles on the trailer must be fitted with dual tyres (i.e. four tyres per axle).
Table 1 includes information and diagrams for common eligible vehicles under the Notice.
Note: While combinations involving dog trailers with a tandem front axle group and single rear axle, or a single front axle and single rear axle, are technically eligible, these combinations have been included primarily to accommodate the use of retractable axles on more common configurations.

Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to the Notice.

General dimensions conditions
The total length of an eligible vehicle must not exceed 25.0m.
Note: For more information on general dimension, refer to the General mass and dimension limits
Mass conditions - Click to expand
The total mass of an eligible vehicle must not exceed the lowest of the following limits:
- Axle group and combination mass limits set out in Table 2.
- Axle spacing mass limits set out in Table 4.
- Limits imposed by a road manager under applicable network conditions.
- Other restrictions under the Notice, such as the dog trailer mass ratio condition.
Axle group mass limits
Axle group mass limits for eligible vehicles are based on General Mass Limits (GML) as defined in the MDL. Some additional allowances may apply under the Notice, depending on complying steer axle and enrolment in mass management accreditation.
Table 2 outlines all axle group mass limits and allowances under the Notice:
- Base mass limit = GML limits imposed in Table 1 of Part 2 of Schedule 1 of the MDL.
- Extra mass (if eligible) = Additional mass provided under the Notice. Allowance can be added to the base mass limit for each axle group that meets the requirements.
- Eligibility criteria = Requirements the vehicle must meet to operate with the specified additional mass allowance.
- Total permissible mass = Sum of base mass limit and additional mass allowance.

Dog trailer mass ratio condition
The loaded mass of the dog trailer must not exceed the loaded mass of the rigid truck by more than 50%.
For example, if the rigid truck is loaded to 20.0t, the maximum dog trailer mass is:
- 20.0t × 1.5 = 30.0t
- Compliant total for this configuration = 50.0t
This condition applies in addition to axle group and spacing-based mass limits.
Axle spacing-based mass limits
Axle spacing mass limits apply to all heavy vehicles under the MDL. These limits cap the allowable mass across axle group combinations based on the spacing between them, ensuring mass is distributed appropriately along the combination.
Under the Notice, eligible vehicles must comply with Table 3 of Part 2 of Schedule 1 of the MDL, which normally applies to B-double combinations.
Table 3 of the MDL is replicated in Table 4 of this Guide.
How spacing-based mass limits apply
There are six axle spacing measurements that must be assessed for every truck and dog trailer combination. Axle spacings are measured from the centre of the first axle in the first identified group to the centre of the last axle in the second identified group.
Each spacing includes all axle groups located between those points. For each spacing:
- The base mass limits (see Table 2) for all included axle groups are added together.
- The result must not exceed the corresponding spacing-based limit from Table 4.
Note: Additional allowances (e.g. for complying steer axles or MMA) are not included when calculating spacing-based limits.

The following subsections outline the applicable mass and axle spacing requirements for the most common truck and dog trailer combinations operating under the Notice.
3-axle or 4-axle rigid trucks towing a 3-axle dog trailer
This section applies to eligible combinations consisting of:
- A 3-axle or 4-axle rigid truck, and
- A 3-axle dog trailer.
Maximum mass limits
Total mass limits are determined by combining the applicable axle group mass limits from Table 2.
Vehicles must not exceed the total mass values listed in Table 5. These limits apply only if the vehicle meets the minimum axle spacing requirements and no lower limits are imposed by road manager network conditions or other conditions in the Notice.

To operate at the maximum permissible mass, the vehicle must meet the minimum axle spacing requirements specified in Table 6.
- Base mass = Sum of base masses for all axle groups included in the measurement.
- Min spacing = Minimum spacing the vehicle must meet to operate at the base mass.
Refer to Figure 1 for spacing measurement points. Axles are numbered consecutively, and the spacing measurements are labelled as per Table 3.

Suspension requirements
Eligible vehicles must have one of the following suspension systems on all axles, except those included in the steer axle group:
- Certified road friendly suspension; or
- For eligible vehicles manufactured prior to 1 January 2000 road friendly suspension or air suspension as defined in section 6 of the Notice and in the definitions section of this Operator’s Guide.
Other conditions and additional information
Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which the Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
In this tab, you will find the approved routes authorised under the Notice. There may also be network conditions pursuant to the stated areas and routes under the Notice. Network conditions relate to road and travel conditions that are not contained within the Notice.
Tasmania network mapping
The Department of State Growth is responsible for publishing and maintaining authorised heavy vehicle road network maps in Tasmania.

Approved routes covered by the Notice
Eligible vehicles are approved for access on networks outlined in Table 3 (below).
Please use Table 9 to ensure that eligible vehicle combinations comply with the corresponding mass and length requirements for their intended network of operation in Tasmania.
- Combination type = Any special equipment on the vehicle that influences the permissible mass and length, such as a complying steer axle or rear log guard.
- Length limit = Maximum length permitted for vehicles operating on the approved network.
- Mass limit = Maximum allowable mass for vehicles operating on the approved network.
- Approved network = Network within Tasmania where the specified mass and length are permitted.

Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.
For further information on how to comply with a requirement, please contact the relevant road manager.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.
Non-participating road managers
This section provides a list of road managers that have not yet provided support for the Notice.
Access to roads managed by non-participating road managers is not approved for any combination under this Notice.
Operators can apply for access to roads managed by non-participating road managers by submitting a permit application through NHVR Go.
