The National Class 3 Rear Overhang Dimension Exemption Notice 2026 (No.1) provides an exemption from rear overhang dimension requirements of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL) for eligible vehicles that have a forklift mount attached to the rear of the vehicle whether or not a forklift is actually carried at any given time.
Note: The Notice provides an exemption from the rear overhang dimensions limit outlined in the MDL.
This instrument does NOT exempt these heavy vehicles from other requirements of the Heavy Vehicle National Law (HVNL) including other dimension requirements and mass requirements.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 3 Rear Overhang Dimension Exemption Notice 2026 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the Network and Mapping section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
The Notice provides a Class 3 heavy vehicle that is a rigid truck, a prime mover towing a semitrailer, or a B-double an exemption from the rear overhang prescribed limits of the MDL. The exemption permits the attachment of a forklift mount to the back of the heavy vehicle and facilitates freight delivery by allowing eligible vehicles to operate in excess of the MDL requirements, which limits the rear overhang to either 3.7 meters or 60% of the vehicle's wheelbase, whichever is less.
Forklifts are essential for loading and unloading but may not be available at all delivery sites. This exemption allows for the legal transport of a forklift on the back of the vehicle or trailer, a practice commonly referred to as piggyback forklift or truck-mounted forklift transport.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Dimension requirements
Eligible vehicles are exempt from the following dimension requirements of Schedule 6 of the MDL:
- section 5 – Length—rear overhang.
Note: Other mass and dimension limits in the MDL apply.
Definitions
The following are terms used in the Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to the Notice.

Trailer length limits
The Notice does not provide any exemption for trailer length. All trailers must comply with the same prescribed trailer dimension limits that apply to the compliant combinations - for example, the semitrailer length limits in the MDL shown in Figure 1.
Mass conditions - Click to expand
General Mass Limits (GML)
The default mass limit provided by the Notice is General Mass Limits (GML).
GML applies to all heavy vehicles and is the stated allowable mass for a heavy vehicle axle group, unless the vehicle is operating under an accreditation or an exemption under the HVNL.
GML requirements apply to the following:
- mass limits specified by the vehicle manufacturer
- mass limits on individual axles and axle groups
- mass limits on individual components (vehicles and trailers)
- mass limits on the combination, including as determined by axle spacing requirements.
These mass requirements are prescribed in Schedule 1 of the MDL

Note: B-doubles operating under general access conditions (Section 8 of the National Class 2 B-double Authorisation Notice 2026 (No.1)) must follow the axle spacing limits outlined in Table 1 of that Notice.

Forklift mounts and forklift special conditions
Number plates
Operators of heavy vehicles with forklifts attached to the rear of the vehicle or trailer in a combination need to be aware of State and Territory laws about the visibility and positioning of number plates on their vehicles.
If the forklift obstructs the view of your vehicle’s number plate
If you have an accessory number plate and the laws of your jurisdiction allow you to display one, you must:
- display the accessory number plate to the rear of the forklift. The plate must be fitted according to the laws of your jurisdiction. If the forklift has its own number plate, it should be covered to avoid confusion with the accessory number plate.
If you do not have an accessory number plate or the laws of your jurisdiction do not allow you to display one, you must:
- relocate the number plate of the truck or trailer to the rear of the forklift. If the forklift has its own number plate, it should be covered to avoid confusion with the truck or trailer number plate. The plate must be fitted according to the laws of your jurisdiction.
Note: In some jurisdictions, an accessory number plate is also known as an auxiliary number plate. Please contact your State or Territory registration authority to find out what type of registration plate must be affixed to the back of the forklift when carrying the forklift on the forklift mount.”

External projections
Operators are required to comply with Australian Design Rule 92/00 (External Projections). Australian Design Rule 92/00 mandates that vehicles must not be equipped with any exterior object or fitting which, because it is pointed or has a sharp edge, is likely to increase the risk of bodily injury to any person. Accordingly, operators are reminded to ensure that the mounting of the forklift does not create sharp edges or dangerous protrusions in breach of Australian Design Rule 92/00.
Rear lighting and markers
The mounting of the forklift should not obstruct the visibility of any mandatory lighting, reflectors or marker plates. Where this occurs:
- repeater lights and reflectors must be installed in compliance with Part 6, Schedule 2 of the Heavy Vehicle (Vehicle Standards) National Regulation; and
- rear marker plates installed according to Vehicle Standards Bulletin 12.
Warning flag and light requirements
Operating during the day – warning flag
When operating during the day an eligible vehicle must have a brightly coloured red, red and yellow or yellow flag at least 300mm by 300mm fixed to the extreme back of the load.
Operating during the night – warning light
When operating during the night an eligible vehicle must have a light showing a clear red light to the back, visible at a distance of at least 200m, is fixed to the extreme back of the load.
Other conditions and additional information
Assessing routes
Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; or
- damaging a road (including a bridge), structure, rail crossing or tree.
Third party approvals
A third party is an entity with which consultation is required by either State or Commonwealth law, as a condition of operation or access.
Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.

Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
National Network Map
Certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Tasmania network mapping
The Department of State Growth is responsible for publishing and maintaining authorised heavy vehicle road network maps in Tasmania.

Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.
For further information on how to comply with a requirement, please contact the relevant road manager.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.
B-double specified road manager network requirements
In addition to the requirements outlined in this section, eligible B-double combinations must also comply with the specified road manager network requirements outlined in the National Class 2 B-double Authorisation Notice 2026 (No.1).
New South Wales network conditions - Click to expand
Camden Council
General access is not provided to local roads within Camden Council boundaries.
Eligible vehicles are authorised to operate on Camden Council local roads approved in the PBS 2A networks in the National Network Map.
All other local council access is to be considered on a case-by-case basis, via an NHVR Go application.
Lockhart Shire Council
The roads in Table 4 are not approved under the Notice by the Lockhart Shire Council.

Queensland network conditions - Click to expand
Fraser Coast Regional Council
Fraser Coast Regional Council approval to access does not exempt an operator from non-HVNL requirements, such as the requirement to obtain written permission from the local council for any works being carried out within the road reserve under Queensland Work Health and Safety.
Any unloading (of forklift or material/good) undertaken on a Fraser Coast Regional Council road reserve must, or shall only be undertaken, with a compliant Traffic Guidance Scheme (TGS) or Traffic Management Plan (TMP) approved by the Fraser Coast Regional Council. Fraser Coast Regional Council application for approval to conduct works in council road reserve/s.
South Australia network conditions - Click to expand
Heavy Vehicle - Road Operations Access Map (HV-ROAM)
An eligible heavy vehicle must comply with the conditions or restrictions of operating on an area or route stated in the HV-ROAM page of the South Australia Government.
HV-ROAM should be used alongside the National Heavy Vehicle Regulator’s Route Planner and TrafficSA.

Northern Areas Council
The following roads are approved for 19m B-doubles at 50t (50.5t for complying steer vehicle). All other local council roads within the Northern Areas Council boundary are restricted to 42.5t

Eligible B-double combinations must refer to non-participating road managers listed in both this Guide and in the National Class 2 B-double Authorisation Notice Operator's Guide.
- If a road manager is listed as non-participating in this Guide, but not in the National Class 2 B-double Authorisation Notice Operator’s Guide, then access to local roads in that council area is restricted to prescribed rear overhang dimension requirements.
- If a road manager is listed as non-participating in the National Class 2 B-double Authorisation Notice Operator’s Guide, this means there is no access to local roads in that council area for B-double combinations.
Access to local roads in non-participating council areas is not approved for B-doubles under the National Class 2 B-double Authorisation Notice 2026 (No.1).
Access to state roads on the approved nominated networks in non-participating council areas is allowed subject to the National Class 2 B-double Authorisation Notice 2026 (No.1) and network conditions.
