The South Australian Class 3 Road Friendly Suspension Mass Exemption Notice 2026 (No.1) authorises eligible heavy vehicles to operate at increased mass limits similar to Higher Mass Limits (HML) on stated areas and routes in South Australia.
This Notice provides equivalent mass limits as those provided under HML, to single axle and axle groups fitted with road-friendly suspension on eligible vehicles.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the South Australian Class 3 Road Friendly Suspension Mass Exemption Notice 2026 (No.1) (the Notice) operates, to assist in complying with it. This Operator’s Guide should be read in conjunction with the Notice which provides the exemption. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
This Notice provides equivalent mass limits as those provided under HML, to the single axle and axle groups fitted with road-friendly suspension on eligible vehicles shown in Table 1.

Note: The tri-axle drive group (drive axle group with more than two axles) and quad axle groups are ineligible under this notice. Operators will need to apply for a permit for all vehicle types with a tri-axle drive group, including rigid and articulated configurations.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass exemptions
The Notice exempts eligible vehicles from the following mass requirements specified in Schedule 1 of the MDL:
- section 2 - mass limits for a single vehicle or combination
- section 4 - mass limits for a single axle or axle group
- section 5 - mass limits in relation to axle spacing Tables 2, 3 and 4
The exemptions in this section only apply to the extent provided under the conditional axle masses set out in section 9 of the Notice.
Additional or conditional mass limits allowed under this Notice must not exceed manufacturer mass limits as outlined in section 8 of the MDL.
The exemption only applies to combination mass and axle mass limits. If two or more mass limits are provided that impose different limits, the lower limits apply.
Note: Other mass and dimension limits in the MDL apply.
Definitions
Unless otherwise stated, words and expressions used in this Operator’s Guide have the same meanings as those defined in the HVNL and the Notice.

Eligible vehicles
To be eligible to operate under the Notice, eligible vehicles must comply with the conditions of the Notice and all other requirements of the MDL, except where specifically exempted by the Notice.
Eligible vehicles and combinations are shown in Table 2. Eligible vehicles shown are indicative of those that can operate. For a comprehensive list of eligible vehicles, operators should see the Notice.
Please note that eligible vehicles can operate with a single or twinsteer axle group.

Note: Table 2 is indicative of the eligible vehicles that can operate under the notice. Please refer to the Notice for a comprehensive list of eligible vehicles.
Excluded vehicles
The following vehicle types are not eligible to operate:
- Class 1 heavy vehicles
- rigid trucks towing a dog, pig or tag trailer
- rigid trucks and buses fitted with a drive axle group with more than 2 axles, otherwise known as a tri-axle drive group
- vehicles with a quad-axle group
- prime mover with a semitrailer and dolly.
Road train prime mover, semitrailer and unladen converter dolly
This combination is excluded from this Notice. Access is provided under the National Class 3 Road Train Prime Mover Dimension and Mass Exemption Notice 2022 (No.1)

Maximum axle mass limits provided by the Notice
The maximum axle mass limits of the Notice are listed in column 5 of Table 3.
To be eligible to operate at the maximum axle mass limit, the axle group listed in column 2 must be eligible for the GML axle mass limit shown in Column 3.

Restricted axle groups
The following axle groups are restricted in the Notice:
- Tri-axle groups when part of a hauling unit or bus.
- Quad-axle groups.
Note: A combination fitted with a quad-axle group may operate at GML on that quad-axle group, while other eligible axle groups in the combination operate at the maximum axle mass limits in column 5 of Table 3.
Certified Road-Friendly Suspension (RFS)
Single axles or axle groups loaded at the increased mass limit must be fitted with a certified RFS system. Certified RFS reduces the impact of laden axles on road pavements and most bridge structures.
Any axle or axle group not loaded to mass limits greater than GML does not need to be fitted with an RFS system.
A single axle or axle group must qualify for the stated GML and be fitted with the certified RFS before increasing to the stated increased mass limit in Table 3.

Mass Management Accreditation
An eligible vehicle fitted with a tri-axle group (other than a drive group) operating at increased mass limits as shown in Table 3(on those axles) must be accredited under the Mass Management Module of the National Heavy Vehicle Accreditation Scheme (NHVAS).

Table 4 lists axle and axle groups limited to GML under this Notice. These axles or axle groups are not eligible for HML.

This notice exempts eligible vehicles from prescribed mass requirements in Schedule 1 of the MDL Regulation.
The following exemptions from Schedule 1 of the MDL Regulation apply to the extent (maximum total combination and axle mass) provided by the Notice.
Section 2 - Mass limits for a single vehicle or combination
This section relates to the maximum total combined mass of a vehicle or combination.
For example, a complying steer axle vehicle that is neither a B-double nor a road train may exceed the maximum total combination limit of 43t up to a maximum of 46t, is complying with the conditions of the Notice.
Section 4 - Mass limits for a single axle or axle group
This section relates to the maximum axle mass specified in Table 3 - Increased axle and axle group mass limits.
For example, a tri-axle group eligible for 20.0t GML may operate up to a maximum of 22.5t on that axle group when complying with the conditions of the Notice.
Section 5 - Mass limits in relation to axle spacing table 2, 3 and 4
This section relates to the maximum mass limit of an axle or combination provided under

For example, a prime mover with a twinsteer axle group towing a tri-axle semitrailer may exceed the maximum total axle mass limit of 46.5t up to a maximum of 49.5t provided the combination complies with Notice conditions. The increased total mass must only be added to an eligible axle group, this does not include a steer axle mass increase.
Other conditions and additional information
Assessing routes
Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; or
- damaging a road (including a bridge), structure, rail crossing or tree.
Third party approvals
A third party is an entity with which consultation is required by either State or Commonwealth law, as a condition of operation or access.
Gazette notices, permits and some jurisdictional laws may require third parties and other entities to provide permission for a vehicle to travel if it exceeds certain mass or dimension limits.
Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.
Before operating an eligible vehicle over 4.6m high, operators should consult with SA Power Networks to ensure powerlines on the route will allow sufficient overhead clearance.

Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
Network conditions relate to road and travel conditions that are not contained within the approved network maps.
In this tab, you will find the approved routes authorised under the Notice. There may also be network conditions pursuant to the stated areas and routes under the Notice. Network conditions relate to road and travel conditions that are not contained within the Notice.
National Network Map
The Notice may refer to state or territory government websites for the publication of networks. Certain authorised heavy vehicle road network maps for the Australian
Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Additional information and guidance can be found on the National Network Map webpage.

The approved networks listed in Tables 5 and 6 are subject to conditions and restrictions:
- As displayed on the NHVR National Network Map.
- As described in the Heavy Vehicle – Road Operations Access Map (HV-ROAM) published on the South Australia Department for Infrastructure and Transport website.
Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.

Note: Networks for road train combinations include state roads only. Access to council areas will require a permit application through NHVR Go.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.

South Eastern Freeway restrictions
- Combinations with more than two trailers are strictly prohibited along the South Eastern Freeway.
- Maximum mass limit – 68.5t.
- Maximum length limit - 26m.

Prior to commencing any journey in South Australia, operators should refer to the Heavy Vehicle – Road Operations Access Map (HV-ROAM) page on the South Australian Government website to assist with journey and route planning.

Anangu Pitjantjatjara Yankunytjatjara (APY Lands)
Condition of Entry
Access to the APY Lands is subject to the operator holding a current APY Lands entry permit. To apply for an APY entry permit, visit the APY Permit Requirements and Information webpage.
Entry permits are required before entering onto the APY Lands pursuant to Section 19 of the Anangu Pitjantjatjara Yankunytjatjara Land Rights Act of South Australia.

From October through to January there is Cultural Business on the APY Lands. The roads are sometimes blocked to travellers. The driver needs to contact Regional Anangu Services Aboriginal Corporation (RASAC) to get an update of the business places to avoid.

Road condition
An eligible vehicle must not operate on unsealed roads for routes in an area that has received greater than 15mm of rain in the preceding 24 hours of the rain event.
Speed restrictions
An eligible vehicle whether loaded or unloaded is restricted to the following speeds:
- 80km/h on sealed Council maintained roads with speed limits posted above 80km/h;
- 70km/h on unsealed Council maintained roads with speed limits posted above 60km/h;
- 40km/h on all Council maintained roads with speed limits posted at 60km/h or lower.
District Council of Franklin Harbour
The maximum speed limit on local council roads when operating under this Notice is 80km/h unless a traffic sign or road rule indicates a lesser speed limit.
Northern Areas Council
The maximum speed limit on sealed local council roads is 80km/h, unless a traffic sign or road rule indicates a lesser speed limit
The maximum speed limit on unsealed local council roads is 60km/h, unless a traffic sign or road rule indicates a lesser speed limit
On unsealed roads, travel is suspended during periods of prolonged rain within the 24 hours period after the rainfall event or when the road's surface is holding pooled water.
Note: When a prolonged rainfall event occurs, the restriction is applied to allow sufficient time for the road and road pavement to dry, preventing damage
