Here are the answers to some frequently asked questions: 

Is freight exempt from border closures? 

Yes, the vast majority of freight is exempt from border closures. 

However, some states have additional requirements in place. All information can be found at: NHVR Coronavirus response

Should we cease two-up movements given the difficulty in maintaining 1.5 metres of contact between drivers?

There is no requirement to cease two-up operations. How an operator manages the risks of possible virus transmission, and whether or not this is an acceptable risk is a matter for the operator and drivers.

Will exemptions be introduced for work and rest hours if drivers are unexpectedly delayed at borders?

This is on our radar, but at this point it doesn’t appear to be necessary.  We are also closely monitoring the situation at distribution centres, for issues of increased queuing creating unusual delays.  

Do drivers have a right to refuse entry into their cab of Authorised Officers given the need for social distancing?

There is no change to this requirement. NHVR officers are taking additional protective measures including disposable gloves, to reduce transmission risks for both drivers and our officers.

If a driver is particularly concerned they can exit their cabin prior to an authorised officer entering it. They should express this desire to the NHVR staff member before exiting their cab.
