NHVR continues to support development of NAAS

The NHVR Portal is the entry point and key enabler for the National Automated Access System (NAAS).

As our digital platform, the Portal brings together key regulatory services and transactions for the heavy vehicle industry and road managers, including all heavy vehicle access maps, and the management of access permit applications. The Portal is regularly updated and linked with additional services to improve the user experience for industry and road managers alike.

The National Network Map, as the largest most recent update to the Portal, has been designed to display heavy vehicle access maps and related information from a variety of sources. The map already exhibits heavy vehicle networks under notice, with map overlays including height clearances, live traffic, and road work layers for several states.

Work is currently underway to develop the NAAS. This new system will consist of a set of road asset assessment modules, to empower road managers to make quicker and more consistent and transparent access decisions on notice-based access maps.

The Portal will serve as the central point to the NAAS, as well as the entry and exit point for heavy vehicle access permit applications. Other features from the Portal, such as vehicle approval details for the Performance Based Standards (PBS) scheme, may also be integrated into the NAAS to enhance the user experience in the future.

As the NAAS is being developed, there will be ongoing enhancements to the Portal and National Network Map to improve access permit and network management processing efficiencies for road managers, and access outcomes for industry. This includes enhancements to self-service tools for all road managers to manage gazetted and pre-approved networks, and the ability to automatically add permit consent decisions to a network map.

The enhancements to the Portal will support the development and implementation of the NAAS. Through the NAAS and development of automated modules, process efficiencies will help road managers free up resource capacity to support the capture of asset data.

Working in partnership with the state road authorities, the NHVR will support council road managers with data capture, through initiatives like the Strategic Local Government Asset Assessment Program (SLGAAP) and the progressive uptake of enhancements in the Portal and automated access modules as they become available through the NAAS.

The NHVR has also established dedicated teams to support road managers to leverage current and emerging tools and processes for managing access in the Portal.
