Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the New South Wales Class 1 Yacht Trailer Rear Overhang Dimension Exemption Notice 2022 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

This Notice provides a rear overhang exemption to a combination towing a yacht trailer where there is at least one heavy vehicle component apart from the combination.
What is a heavy vehicle or combination?
A vehicle is a heavy vehicle if it has a GVM or ATM of more than 4.5t. See the 'Definitions' tab.
A heavy combination is a combination where at least one component is a heavy vehicle with a GVM or a trailing unit with an ATM above 4.5t, even if the other component is a light component.
Note: If a light vehicle (motor vehicle or trailer) is part of a heavy vehicle combination, the combination must comply with the Notice and other HVNL provisions unless otherwise exempted.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Dimension requirements
An eligible vehicle is exempt from the following dimension requirements in Schedule 6 to the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL):
- section 5 – rear overhang length.
Definitions
Unless otherwise stated, words and expressions used in this Operator’s Guide have the same meanings as those defined in the HVNL and the Notice.

Aggregate Trailer Mass (ATM) |
Of a heavy trailer, means the total maximum mass of the trailer, as stated by the manufacturer together with its load and the mass imposed on the towing vehicle by the trailer when the towing vehicle and trailer are on a horizontal surface. |
Built-up area | Has the meaning it has for the purpose of the NSW road rules. |
Delineators |
Means a yellow, rigid piece of material commonly known as a ‘delineator’ that;

General access |
General access means access to all roads, subject to the operation of the road rules and unless signposted otherwise. |
Gross Combination Mass (GCM) |
The total maximum loaded mass of a vehicle and any vehicles it may lawfully tow at any given time:

Gross Vehicle Mass (GVM) |
The maximum loaded mass of the vehicle:

Ground Contact Width (GCW) |
In relation to an axle, the distance between the outermost point of ground contact of the outside tyres on each end of the axle. In relation to an axle group, the greatest ground contact width of all the axles in the group. |
Low beam headlights |
In relation to a headlight or front fog light fitted to a heavy vehicle, means the light is built or adjusted so that, when the vehicle is standing on level ground, the top of the main beam of light projected is:

Multi-lane road | Has the meaning it has for the purpose of the NSW road rules. |
Rear overhang | The distance between the rear of the vehicle (and its load) and the rear overhang line of the vehicle. |

For a vehicle with an axle group at the rear comprising of:

Safe parking area | For a Class 1 heavy vehicle, means an area at which Class 1 vehicles may be parked lawfully and safely. |
Yacht trailer | Means a trailer designed to carry a yacht. |
Yacht |
Means a small-sized sailboat equipped for cruising. |
Eligible vehicles
An eligible combination is a motor vehicle towing a yacht trailer that:
- is not more than 19.0m in length; and
- complies with the Notice conditions; and
- at least one component (motor vehicle or trailer) of the combination is a heavy vehicle.

Conditions
Notices are subject to conditions to ensure public safety, asset protection, or to prevent adverse effects to the community such as noise, emission, or traffic congestion.

Rear overhang and forward projection
The following rear overhang limits apply under the Notice (Table 2).
- A maximum trailer rear overhang of 3.7m.
- A yacht trailer that meets the definition of a pig trailer is exempt from the forward carrying space requirement of the MDL.
- A yacht trailer that meets the definition of a semitrailer is exempted from the 60% wheelbase requirement.
- A loaded yacht may extend beyond the trailer to a maximum rear overhang of 5.0m.
- The width of the yacht extending beyond the trailer rear overhang must not exceed 2.0m.
- A loaded yacht must not project forward of more than 1.2m beyond the trailer connection point.

Prescribed dimensions
This Notice provides an exemption for the rear overhang of the loaded yacht only. All other dimensions of the combination and its components must comply with all prescribed requirements.
For example, the following prescribed dimensions apply:

Unless a specific state condition is more restrictive, the following mass limits apply nationally to an eligible combination.
General Mass Limits (GML)
The default mass limit provided by the Notice is GML.
GML applies to all heavy vehicles and is the stated allowable mass for a heavy vehicle axle group unless the vehicle is operating under an accreditation or an exemption under the HVNL.
General mass requirements apply mass limits for the following:
- those specified by the vehicle manufacturer
- individual axles and axle groups
- individual components (vehicles and trailers)
- the combination, including as determined by axle spacing requirements.

Speed condition
A maximum speed limit of 90km/h applies, unless a traffic sign or road manager condition indicates a lesser speed limit.
Yacht trailer lighting and number plates
The trailer lighting and number plate must not be obscured. This includes brakes lights, taillights, direction indicators, number plate light/s, and reflectors.
A retractable bar that forms part of the trailer can be used. The retractable bar must be:
- retracted to fit within prescribed dimension limits when not carrying a yacht; and
- extended within the dimension approved by the Notice when carrying a yacht.
Alternatively, an additional light bar can be used.
Schedule 8 requirements for a Class 1 vehicle or combinations

Smallest practicable size of unloaded vehicles or combinations
- An eligible combination must be kept at its smallest practicable dimensions when unladen.

Headlights
- An eligible combination operating under this Notice must have its low beam headlights on while being used in the daytime.

No travelling if low visibility
- An eligible combination must not begin to travel if, due to circumstances such as fog, heavy rain, smoke, dust, or insect plague:
- visibility is less than 250m in the daytime; or
- the headlights of a vehicle approaching within 250m could not be seen at night.
- If the visibility is reduced to the above when driving, the vehicle's driver must drive the combination to the nearest safe parking area and wait until visibility improves beyond that level before continuing to travel.
- An eligible combination must not begin to travel if, due to circumstances such as fog, heavy rain, smoke, dust, or insect plague:

Minimum following distance
- An eligible combination must drive at least 200m behind another oversize vehicle travelling in front of it, unless the combination is driving on:
- a multi-lane road; or
- a length of road in a built-up area; or
- overtaking.

Exemptions
This Notice provides an exemption to Part 2 of Schedule 6 section 5 of the MDL to allow:
- the yacht (the load of the combination) to extend beyond the prescribed rear overhang limit of 3.7m to a maximum of 5.0m.
- the rear overhang of the trailer to exceed the maximum dimension required of 60% of the wheelbase (semitrailer or dog trailer) or the length of the forward load carrying area of a pig trailer.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.

All eligible combinations are provided general access in New South Wales unless conditioned otherwise by a participating New South Wales road manager condition.

A maximum speed limit of 90km/h applies, unless a traffic sign or road manager condition indicates a lesser speed limit.
Note: Regulation for road rules (such as speed limits), licensing, and registration is a state and territory government responsibility. The HVNL does not provide the NHVR the power to exempt an operator from complying with the road rules.
