The Queensland Class 1 (Port of Brisbane) Mass and Dimension Exemption Notice 2025 (No.1) provides exemptions for eligible Class 1 heavy vehicles to operate at increased mass and dimension limits on roads managed by the Port of Brisbane, Queensland.
Note: This instrument does NOT exempt these heavy vehicles from other requirements of the Heavy Vehicle National Law (HVNL) including other dimension requirements and mass requirements.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the Queensland Class 1 (Port of Brisbane) Mass and Dimension Exemption Notice 2024 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the Network and Mapping section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
This Notice assists with the transport of an indivisible item by Class 1 heavy vehicles on roads managed by the Port of Brisbane, Queensland.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Dimension requirements
An eligible combination operating under this Notice is exempt from the following dimension requirements of Schedule 6 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL):
- section 3 – Length – combination or single vehicle;
- section 4 – Length – trailers;
- section 5 – Length – rear overhang;
- section 7 – Length – Width;
- section 8 – Length – Height;
- section 13 – Front and side projection of load.
Mass requirements
This Notice exempts an eligible combination from the following general mass requirements specified in Schedule 1 of the MDL:
- section 2 – Mass limits for a single vehicle or combination
- section 4 – Mass limits for a single axle group
- section 5 – Mass limits relating to axle spacing generally.
Note: Other mass and dimension limits in the MDL apply.
Definitions
The following are terms used in this Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Eligible vehicles
To be eligible to operate under the Notice, approved combinations must comply with all requirements of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL).
The Notice applies to a Class 1 heavy vehicle operating on roads managed by the Port of Brisbane, Queensland, as listed in Table 1. Note that the images are indicative only and not an exhaustive list.

Rear overhang
The rear overhang dimension of a prime mover and trailer combination described in Table 2 measuring up to 25.0m in length must not exceed 5.5m or 25% of the length of the combination, whichever is the least.
The rear overhang dimension of an eligible vehicle measuring greater than 25.0m in length must not exceed the measurement listed in Table 3.
If part of the load or equipment projects more than 5.5m behind the rear overhang line of a prime mover semitrailer combination, both sides of the projection must be highlighted with a warning pattern.

Laden vehicles
- If only carrying one large indivisible item on a truck and trailer combination, the item must be carried on the truck and not on the trailer.
- If multiple indivisible items are carried, they may be carried on both the truck and trailer in accordance with the conditions of the Notice and the NHVR’s Multiple items on Class 1 load-carrying vehicles.
- An oversize vehicle combination longer than 30m transporting a large indivisible item must have a rear-end steering unit.
Unladen vehicles
The width of an unladen combination must not exceed those listed in Table 4.
- The unladen rear overhang measurement of a low loader or platform cannot exceed 3.7m unless
- the low loader has 4 or more axles or the platform has 5 or more axles; and
- the distance from the centre of the last 2 axles, including steerable axles, to the rear of the low loader or load platform is not greater than 3.7m.
- The distance from the front articulation point to the centre of the axle group (rear overhang line) for an unladen low loader, or load platform may exceed 9.5m.
- The distance from the front articulation point to the rear of the unladen low loader, or load platform may exceed 12.3m.

Other conditions and additional information
Assessing routes
Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; or
- damaging a road (including a bridge), structure, rail crossing or trees.
Third party approvals
A third party is an entity with which consultation is required by either State or Commonwealth law, as a condition of operation or access.
Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.

Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

Warning signs
Eligible combinations longer than 22m but not longer than 30m must display a long vehicle warning sign at the vehicle's rear (as shown in Figure 2).
Eligible combinations longer than 30m must display a road train warning sign at the front and rear of the combination (as shown in Figure 3).
Warning sign requirements are described in the NHVR's Vehicle Standards Guide (VSG-19).


Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
National Network Map
This Notice may refer to state or territory government websites for the publication of networks. From 20 December 2023, certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Additional information and guidance can be found on the National Network Map webpage.

Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.
For further information on how to comply with a requirement, please contact the relevant road manager.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.

Restricted infrastructure conditions - Disruptions and damage
Roadside furniture
- If roadside furniture is required to be removed to allow the passage of the heavy vehicle, it must be prepared for ease of removal and then removed as the heavy vehicle is approaching and replaced as originally fitted immediately after the heavy vehicle has passed.
- As per subsection (1), the operator is responsible for the removal and replacement of all roadside furniture without adversely interrupting the movement of the heavy vehicle. A separate support vehicle must travel with the vehicle and load if the removal of any road furniture is required. This task is not to be performed by pilot/escort vehicles.
- If the heavy vehicle or heavy vehicle combination is likely to cross over and cause damage to traffic islands, kerbs or medians, suitable heavy timber ramps and running planks are to be placed to prevent damage to these assets.
Heavy vehicle movement - Loads exceeding 90t
Port of Brisbane Pty Ltd must be advised about any load greater than 90 tonnes (not vehicle GCM) which has an origin or destination at the wharf at least 5 days before the move is scheduled to take place. Details are to be provided by email to port.ops@portbris.com.au.
Pilot and escort conditions

No pilot or escort is required for an eligible vehicle up to the dimension limits in Table 11.

Dimension for vehicles that do not require pilots or escorts - night travel
- An eligible vehicle that does not exceed 3.1m in width and/or 25m in length is permitted to travel at night without a pilot or escort; and
- Despite 1., prime mover and trailer combinations that do not exceed 3.1m in width and/or 26m in length are permitted to travel at night on an approved B-double or road train route without a pilot or escort.
Dimension for vehicles requiring pilots or escorts - daytime travel
Pilots and/or escorts are required for an eligible vehicle up to the limits in Table 12 for daytime travel.

When crossing the Captain Bishop Bridge (travelling off or onto Fisherman Islands), all platform trailers shall be required to travel along the Heavy Load Platform (HLP) path.

Please note the following supporting document for this Notice: New South Wales Class 3 Converter Dolly Mass and Dimension Exemption Notice 2023 (No.1) Provides exemptions from mass and dimension requirements for Class 3 heavy combinations that are towing an unladen converter dolly. It also provides conditions of operation under those exemptions, including stated areas and routes upon which the exempted vehicle may operate. |

Queensland Class 3 Converter Dolly Combination Exemption Notice 2024 (No.1) Exempts Class 3 heavy vehicles towing an unladen converter dolly from the mass limit in Schedule 1, Part 1, Clause2 (1)(a)(iv), and the dimension limit in Schedule 6, Part 2, Clause 3(1)(a) of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation. Exempts vehicles transporting flat rack and open top containers within the Port of Brisbane from prescribed mass and dimension requirements specified in the notice. Please note the following supporting document for this Notice: Allows for the operation of eligible vehicles at masses equivalent to the Higher Mass Limits (HML) within the confines of, and on roads under the control of, the Port of Brisbane Pty Ltd. |

South Australia Class 3 Converter Dolly Combination Exemption Notice 2024 (No.1) Exempts Class 3 heavy articulated motor vehicles, and B-doubles, towing an unladen converter dolly, from the stated mass and dimension limits in Schedule 1 and Schedule 6 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation. South Australia Class 3 Long Prime Mover Combination Exemption Notice 2023 (No.1) Authorises access on approved routes for long prime mover and single semitrailer combinations. The Notice allows the use of long prime movers, typically those used in road train combinations and broken down into a single semitrailer combination, to continue beyond authorised road train routes. |
