The National Class 2 4.6m high and/or 25m Long Vehicle Carrier Authorisation Notice 2024 (No.1) authorises the use of Class 2 vehicle carriers up-to 4.6 metres in height, or up-to 25 metres in length, or both, in stated areas or on stated routes in New South Wales, Queensland, South Australia, Tasmania and Victoria.
Note: This Notice authorises Class 2 vehicle carriers of certain heavy vehicle height and length limits to operate in stated areas or on stated routes.
This instrument does NOT exempt these heavy vehicles from other requirements of the Heavy Vehicle National Law (HVNL) including other dimension requirements and mass requirements.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 2 4.6m high and/or 25m Long Vehicle Carrier Authorisation Notice 2024 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
The Notice provides access to stated routes and areas (networks) within participating jurisdictions (other than the Australian Capital Territory) to Class 2 vehicle carriers that meet the conditions of the Notice.
Application
The application of the Notice only applies to the extent to which conditions are granted.
The Notice applies to a prime mover and semitrailer (vehicle carrier) or a B-double that is a Class 2 B-double under s136 of the HVNL that is:
- a combination defined in the Notice; and
- complies with the conditions of the Notice; and
- complies with the conditions of the Schedule of the participating jurisdiction in which it is operating.
- An eligible B-double must also comply with the conditions of the National Class 2 B-double Authorisation Notice 2024 (No.1).
Authorisation
The Notice authorises the use of vehicle carriers up to:
- 4.6m in height; or
- 25m in length; or
- both a and b.
The Notice does not provide eligible vehicles with exemptions to prescribed mass and dimension requirements.
Stated areas or routes
An eligible vehicle accessing a stated map under a Schedule of the Notice must comply with conditions specified for that map in:
- the body of this Notice; and
- the Schedule in which the stated area or route is prescribed; and
- the Network and Mapping section of this Operator's Guide; and
- on the map or stated area or route itself.
Note: Other mass and dimension limits in the MDL apply.
Definitions
Unless otherwise stated, words and expressions used in this Operator’s Guide have the same meanings as those defined in the HVNL, its regulations and the Notice.

Eligible vehicles
The Notice applies to a Class 2 heavy vehicle that is a combination designed and built to carry vehicles on more than one deck that, and together with its load is:
- 4.6m in height; or
- 25m in length; or
- both a and b.
Eligible vehicle combinations under the Notice are listed below and shown in Table 1.
- Rigid truck and trailer.
- Prime mover and semitrailer (vehicle carrier).
- B-double combination (vehicle carrier).

Conditions
Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to the Notice.

B-double combinations
In addition to the conditions within this Guide, a vehicle carrier that is used in a B-double combination must comply with the National Class 2 B-double Authorisation Notice 2024 (No.1).
Other conditions and additional information
Assessing routes
Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; or
- damaging a road (including a bridge), structure, rail crossing or tree.
Part of this process is assessing the Map and reading this Guide before travel to identify any restrictions or conditions that may affect travel. In some cases, approval is required from third parties or entities when a vehicle exceeds certain mass or dimension limits.
Third party approvals
Gazette notices, permits and some jurisdictional laws may require third parties and other entities to provide permission for a vehicle to travel if it exceeds certain mass or dimension limits.
Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.

Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s142 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
National Network Map
The Notice may refer to state or territory government websites for the publication of networks. From 20 December 2023, certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. The following routes are approved for travel for vehicles eligible under this Notice.

The Department of State Growth is responsible for publishing and maintaining authorised heavy vehicle road network maps in Tasmania.

A vehicle carrier that is higher than 4.3m may not use a road where there is insufficient height clearance for the combination to pass without striking or damaging any road infrastructure.
The driver of a vehicle carrier that is higher than 4.3m must assess the suitability of a road prior to operating the vehicle on that road. The roads used must be continually monitored to ensure sufficient clearance for the vehicle exists.
Table 3 outlines routes approved for travel under the Notice in each of the participating jurisdictions.

Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.
For further information on how to comply with a requirement, please contact the relevant road manager.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.

- An eligible vehicle carrier that is not a B-double may operate at any time of day.
- An eligible vehicle carrier that is a B-double must do so in accordance with any restrictions on the hours and days of operation specified, if any, for each road in the conditions set out in the National Class 2 B-double Authorisation Notice 2024 (No.1).
Queensland network conditions - Click to expand
- An eligible vehicle carrier with a maximum laden length of 21.4m may operate at any time of day.
- A vehicle carrier that, together with its load, is not longer than 21.4m, must be no longer than 19m when unladen.
- An eligible vehicle carrier with a maximum laden length greater than 21.4m must comply with any conditions applicable to a route or area shown on the B25/26 route (B-Double 25m/26m network).
- A vehicle carrier other than a B-double that, with or without its load, is longer than 19m must have the lower deck of the trailer fully loaded before vehicles are placed on the upper deck.
South Australia network conditions - Click to expand
- An eligible vehicle carrier with a maximum laden length of 21.4m and height of 4.3m may use the stated routes at any time of the day.
- An eligible vehicle carrier with maximum dimensions of 25m in length and 4.6m in height (single trailer combination) must do so in accordance with any restrictions on the hours and days of operation specified in the relevant maps.
- A vehicle carrier that is authorised to use the routes in the National Class 2 B-double Authorisation Notice 2024 (No.1) must operate in accordance with any restrictions on the hours and days of operation specified in the National Class 2 B-double Authorisation Notice 2024 (No.1).
- A vehicle carrier, as constructed, must not be higher than 4.3m.
- Vehicles must not be carried on an upper deck unless each deck below is fully loaded.
Conditions applicable to a vehicle carrier that is up-to 21.4m long and/or higher than 4.3m:
- The prime mover and/or hauling vehicle must be fitted with a single steer axle and a dual-drive tandem axle group and the semitrailer and/or trailer must be fitted with either a tandem axle group or a tri-axle group.
- A vehicle being carried, may project up to 1.2m forward of the front of the prime mover or hauling vehicle.
- A vehicle being carried, may project up to 1.2m behind the rear of the semitrailer and/or trailer.
Conditions applicable to a vehicle carrier that is longer than 19.0m but not longer than 25.0m and/or higher than 4.3m:
- The vehicle carrier combination must consist of a rigid motor vehicle fitted with a dual-drive tandem axle group, towing a trailer fitted with either a tandem axle group or a tri-axle group towards the rear of the trailer, and the coupling with the hauling unit is located behind the drive axle group.
- The vehicle carrier must not be assembled or disassembled on a route except under the following circumstances—
- the vehicle has broken down; or
- bin order to proceed on a temporary by-pass around a road blockage.
- The vehicle carrier may only use roadside parking areas showing a ‘Rest Area’ sign or a ‘Truck Parking Area’ sign. Parking areas can only be used for rest purposes or vehicle checks but not for assembly or disassembly purposes except in accordance with the clause above.
- The vehicle carrier must not reverse into or out of a road or depot.

- An eligible vehicle carrier that is not a B-double may operate at any time of day.
- An eligible vehicle carrier that is a B-double must do so in accordance with any restrictions on the hours and days of operation specified, if any, for each road in the conditions set out in the National Class 2 B-double Authorisation Notice 2024 (No.1).
- A vehicle carrier must not use
- Tasman Bridge if the vehicle is higher than 4.3m; and
- Bridgewater Bridge, if the vehicle is higher than 4.3m.
- A vehicle carrier, as constructed, must not be higher than 4.3m.

- An eligible vehicle carrier with a maximum laden length of 21.4m may operate at any time of day.
- A vehicle carrier that, together with its load, is not longer than 21.4m, must be no longer than 19m when unladen.
- A vehicle carrier that is authorised to use the routes in the National Class 2 Heavy Vehicle B-double Authorisation Notice 2024 (No.1) must do so in accordance with any restrictions on the hours and days of operation specified in the National Class 2 B-double Authorisation Notice 2024 (No.1).
