The National Class 2 B-double Authorisation Notice 2024 (No.1) authorises the use of Class 2 heavy vehicles that are B-doubles, complying with the conditions of the Notice to operate on stated routes and areas in Australian Capital Territory, New South Wales, Queensland, South Australia, Tasmania and Victoria.
Note: This instrument does NOT exempt these vehicles from other requirements of the Heavy Vehicle National Law (HVNL), including mass and other dimension requirements.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 2 B-Double Authorisation Notice 2024 (No.1) (Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About this Notice
This Notice provides access to stated routes and areas (networks) within participating jurisdictions to Class 2 B-double heavy vehicles that meet the conditions of the Notice.
Application
The application of the Notice only applies to the extent to which conditions are granted.
The Notice applies to a B-double that is a Class 2 B-double under s136 of the HVNL that is:
- a combination defined in the Notice; and
- complies with the conditions of the Notice; and
- complies with the conditions of the Schedule of the participating jurisdiction in which it is operating.
A vehicle to which this section applies is an eligible B-double.
Authorisation - stated areas or routes
An eligible vehicle accessing a stated map under a Schedule of the Notice must comply with conditions specified for that map in:
- the body of this Notice; and
- the Schedule in which the stated area or route is prescribed; and
- the Network and Mapping section of this Operator's Guide; and
- on the map or stated area or route itself.
Note: Other mass and dimension limits in the MDL apply.
Definitions
The following are terms used in this Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Eligible vehicles
The Notice applies to a Class 2 B-double combination consisting of a prime mover towing two semitrailers, with the first semitrailer being attached directly to the prime mover by a fifth wheel coupling and the second semitrailer being mounted on the rear of the first semitrailer by a fifth wheel coupling on the first semitrailer.
The following vehicles shown in Table 1 are eligible to operate under the Notice.
Note: Table 1 is for illustration purposes, axle groups shown in the image may vary, depending on the combination's axle configuration. The eligible B-double combination must comply with the MDL, the Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation) and any condition under the Notice.

Conditions
Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to this Notice.

Table 2 below outlines the maximum dimension requirements for a B-double. Please note that the length of a B-double is dependent on whether it operates at general or restricted access.

General access vehicle length limits
The maximum length of a B-Double operating under general access must comply with the maximum length limits in Table 4.

Trailer length limits
The Notice does not provide an exemption for trailer length. All trailers must comply with the same prescribed trailer dimension limits that apply to the compliant combinations (e.g. the semitrailer length limits in the MDL shown in Figure 1).
Dimension requirement for a 26m B-double combination
A B-double may be up to 26 metres long if it meets the following requirements:
- The distance from the front articulation point (Figure 2) of the most forward semitrailer to the rear of the B-double is not more than 20.6 metres.
- The prime mover in the B-double combination which is a complying steer axle vehicle:
- is fitted with a front underrun protective device complying with Regulation No. 93 made under the UNECE Agreement or ADR 84 – Front Underrun Impact Protection,
- for a prime mover manufactured after 31 December 2005 — is fitted with a cab complying with Regulation No. 29 made under the UNECE Agreement,
- other than for a deck permitted under subsection (3A), does not have an area carrying, or built to carry, goods.
Dimension requirements for Tri-tri B-doubles
A tri-tri B-double is a B-double with tri-axle groups on both trailers. Tri-tri B-doubles must conform to the X-Y rule in the MDL.
Tri-tri B-doubles with a total gross combination mass exceeding 52.5 tonnes must conform to the X-Y rule.
The X-Y rule means if distance X is greater than distance Y, the difference between these distances must not be more than 1m. If distance Y is greater than distance X, the difference between these distances must not be more than 1.3m (MDL Schedule 6, Part 2, section 10) (see Figure 3).

Mass requirements
Unless a specific state or territory condition is more restrictive, the following mass limits apply nationally to an eligible combination.
General Mass Limits (GML)
The default mass limit provided by the Notice is GML.
GML applies to all heavy vehicles and is the stated allowable mass for a heavy vehicle axle group, unless the vehicle is operating under an accreditation or an exemption under the HVNL.
GML requirements apply to the following:
- mass limits specified by the vehicle manufacturer
- mass limits on individual axles and axle groups (see Table 4)
- mass limits on individual components (vehicles and trailers)
- mass limits on the combination, including as determined by axle spacing requirements.
These mass requirements are prescribed in Schedule 1 of the MDL.

Concessional Mass Limits (CML)
B-doubles may also load to CML.
Operators wishing to benefit from the productivity gains of CML are required to become an NHVAS member, meet the 8 standards of compliance in the NHVAS Accreditation module - Mass Management and nominate vehicles to participate in the scheme.
CML authorises an increase in mass to a nominated heavy vehicle by a maximum of 5% above the GML, subject to:
- a maximum of 1t for a vehicle or combination with an allowable gross mass not exceeding 55t
- a maximum of 2t for vehicle combinations with an allowable gross mass exceeding 55t.
To be eligible to operate at CML, the axle group must be eligible for the GML shown in Table 4.

Axle groups and mass limits
The maximum mass allowable axle or axle group mass limit under the Notice is summarised in Table 4. To be eligible to operate at Concessional Mass Limits (CML), the axle group must be eligible for the GML shown in Table 4.
The maximum mass on each axle group will depend on whether the vehicle operates at general or restricted access, the axle and axle group mass limits in Table 4, and the relevant axle spacing mass limits table.

Restricted axles
The following axle groups are restricted in the Notice:
- Tri-axle drive groups – An eligible vehicle must not have a drive axle group with more than two axles in contact with the ground. Operators with a tri-drive prime mover in their B-double combination, require an axle group with a retractable axle with one axle raised or a permit to operate.
- Quad-axle groups - Prohibited on any B-double operating when on state-controlled roads in Queensland only.
Axle mass spacing limits for general access (up to 50.0t)
B-doubles operating under general access conditions (Section 8 of the Notice) must comply with the axle spacing mass limits specified in Table 5.

The spacing between axle groups determines the maximum allowable mass over those axle groups.

An example of a general access B-double at 50 tonnes, 19 metres, with axle spacing requirements and mass limits is shown in Figure 4.

Figure 4 shows the sum of two adjacent axle groups (14.4t + 15.0t or 15.0t + 14.5t) is 29.5 tonnes and the distance between the outer most axles of those groups must be a minimum of 5.7 metres in accordance with Table 5. The same check applies to all axle groups (i.e. for a B-double with four axle groups, there are six checks which all must comply with Table 5).

Axle spacing mass limits for combinations above 50.0t
A B-double that exceeds 50t is considered a Restricted Access Vehicle (RAV), and these vehicles are provided additional axle spacing mass limits in the MDL shown in Table 6.
The spacing between axle groups determines the maximum allowable mass over those axle groups. B-doubles that exceed the general access mass limit are classified as a restricted access B-double. These vehicles can operate up to 55.5 tonnes under GML (56.0 tonnes with a complying steer axle).
Figure 5 shows an example of the axle spacing requirements and mass limits for a 19 metre restricted access B-double (over 50 tonnes).

Figure 6 below shows an example of the axle spacing requirements and mass limits for a 26 metre B-double. A B-double vehicle can operate up to 62.5 tonnes under GML (63.0 tonnes with a complying steer axle).
Other conditions and additional information
Warning signs for long vehicles
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with ADRs, HVNL, MDL and VS Regulation.
A B-double longer than 22m must display a "long vehicle" warning sign at the vehicle's rear (as shown in Figure 7).
Warning sign requirements are described in the NHVR's Vehicle Standards Guide (VSG-19).
Assessing routes
Before an eligible vehicle is driven along any route, its driver and operator must be satisfied that the route has been assessed and that the vehicle can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; or
- damaging a road (including a bridge), structure, rail crossing or tree.
Third party approvals
A third party is an entity with which consultation is required by either State or Commonwealth law, as a condition of operation or access.
Operators must secure all approvals from third parties such as electricity/utility companies, rail authorities and other third parties as part of their heavy vehicle operations.

Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Loading requirements
To meet the loading requirements, the heavy vehicle must be loaded:
- in a way that load placement does not make the heavy vehicle unsafe or unstable
- in a way that the load is not likely to fall or be dislodged from the vehicle
- using an appropriate system to restrain the load.

Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s142 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
In this tab, you will find the approved routes authorised under the Notice. There may also be network conditions pursuant to the stated areas and routes under the Notice. Network conditions relate to road and travel conditions that are not contained within the Notice.
National Network Map
Certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Tasmania network mapping
The Department of State Growth (DSG) is responsible for publishing and maintaining authorised heavy vehicle road network maps in Tasmania.

Specified road manager network requirements
The following section outlines specific road manager network requirements under the Notice, including route conditions, restrictions, and non-participating road managers.
Road manager network requirements in this section may change from time to time and should be reviewed regularly to ensure compliance.
For further information on how to comply with a requirement, please contact the relevant road manager.
Road managers may publish specific route conditions and restrictions on the approved network map. These must be complied with in addition to any route requirements outlined in this Operator's Guide. If a condition listed in any section of this Operator's Guide conflicts with a route condition or restriction published on an approved network map, the more restrictive requirement applies.

Three network access conditions may apply to eligible B-doubles on the South Australian network:
- commodity freight network (Table 8); and
- South Australia road manager conditions (Table 9); and
- restricted structures (Table 10).
Commodity freight networks
The commodity freight networks shown in Table 8 list council-wide road, vehicle and travel conditions.
Dedicated road networks for eligible vehicles carrying certain commodities are available in South Australia. These networks provide additional access, beyond that for the same combinations, when carrying goods of a specified commodity.
Detailed information on local conditions for commodity-carrying eligible vehicles in South Australia is available in Table 8 below.

Northern Areas Council |
The maximum speed limit on sealed local council roads is 80km/h, unless a traffic sign or road rule indicates a lesser speed limit. The maximum speed limit on unsealed local council roads is 60km/h, unless a traffic sign or road rule indicates a lesser speed limit. On unsealed roads, travel is suspended during periods of prolonged rain within the 24-hour period after the rainfall event or when the road's surface is holding pooled water. Note: When a prolonged rainfall event occurs, the restriction is applied to allow sufficient time for the road and road pavement to dry, preventing damage. Note: All other B-double combinations as per the networks in the Notice.

Considerations
- All of the distances are in metres (m), for example, 1.2m and not 1200mm or 120cm
- All masses are in tonnes (t) and General Mass Limits (GML), even if requesting Higher Mass Limits (HML)
- Steer: 6t
- Tandem: 16.5t
- Tri: 20.0t
- Distances for axle group length and spacing between axle groups are measured between the axle centres of the extreme axles of each group
Check sheet instructions
- If required, open the 'Vehicle Dimensions' tab and enter vehicle length, height and width; This will show compliance with Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL) dimensions.
- Enter the number of axles for each axle group in light grey boxes
- Enter MDL GML axle/axle group mass (tonnes) for each axle/axle group in white boxes. (Note: steer axle mass is recorded as 6t)
- In blue boxes, alternately record axle group length (metres) for each axle group (Note: 0 for a single axle) and distance between separate groups
- Scroll across to right and compliance with MDL Schedule 1 tables is indicated as PASS or FAIL
Note: If the result is a FAIL, reducing masses at step 4 or increasing distances in step 5 could provide a PASS result. A PASS result means the given information complies with B-double axle spacings mass limits for general access (up to 50.0t).
Figure 8 shows a 7 axle B-double (single steer, tandem drive prime mover, tandem axle A trailer, tandem axle B trailer) 4 axle groups and 3 axle spacings between groups. Distances for axle group length and spacing between axle groups are measured between the axle centres of the extreme axles of each group.
