The National Class 1 Special Purpose Vehicle (up to 40t total mass) Mass and Dimension Exemption Notice 2024 (No.1) provides mass and dimension access for Special Purpose Vehicles (SPVs) up to a gross mass of 40t.
Eligible SPVs include:
- articulated steering cranes
- concrete pumps
- Prescribed SPVs
- truck based SPVs
- truck cranes.
An eligible SPV must comply with the mass, dimension and condition requirements of the Notice.
Note: This Notice does not apply to SPV combinations or trailers.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 1 Special Purpose Vehicle (up to 40t total mass) Mass and Dimension Exemption Notice 2024 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

For the purposes of this Notice, some of the common terms previously used by the NHVR have been changed to cover a larger variety of SPVs. These changes include the change of pick and carry crane to an articulated steering crane and an all-terrain crane to a Prescribed SPV. A Prescribed SPV also includes SPVs that have been built on an all-terrain crane carrier, such as some new model elevated work platforms and telehandlers.
What are Class 1 SPVs?
An SPV is a vehicle built for a purpose other than carrying goods, such as a Prescribed SPV, concrete pump or drill rig. An SPV that exceeds general mass or dimension limits is a Class 1 restricted access heavy vehicle.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
An eligible vehicle to which the Notice applies is exempt from the following mass requirements of Schedule 1 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL):
- section 2(1)(b);
- section 4 and Table 1 - axle mass limits table, and;
- section 5(1) and Table 2 - axle spacing’s mass limits general table.
The exemptions in this section only apply to the extent of the conditional mass limits set out in sections 9, 10, 11 and 12, and when all other conditions in the Notice are met.
Dimension requirements
An eligible vehicle operating under the Notice is exempt from the following dimension requirements of Schedule 6 of the MDL:

An eligible SPV is a vehicle that
- is a motor vehicle built for a purpose other than transporting goods by road; and
- is not an agricultural vehicle or a tow truck ; and
- complies with the mass, dimension and conditions of the Notice.

Notices are subject to conditions to ensure public safety, asset protection and to prevent adverse effects to the community, such as noise, emissions or traffic congestion.

The following mass conditions apply nationally to an eligible SPV, unless a specific state or territory condition provides a more restrictive condition.
Total mass limits
The total mass of an eligible vehicle must not exceed the lesser of the following limits:
- a total maximum mass of 40t
- QLD and SA mass requirements for 3-axle articulated steering cranes
- the mass limits for single axles and axle groups
- other than a 3-axle Prescribed SPV, the Total Calculated Mass found using the Total Calculated Mass Formula.
Total Calculated Mass Formula
Total Calculated Mass = (3 x L) + 15 ± G
L = The distance in metres between the centre lines of the vehicle's foremost and rearmost axles
±G = The mass to be:
- added at the rate of 1t for each 100mm by which the ground contact width of the heaviest axle or axle group exceeds 2.5m; or
- subtracted at the rate of 1t for each 100mm by which the ground contact width of the heaviest axle or axle group is less than 2.4m.
A 3-axle Prescribed SPV is exempted from the Total Calculated Mass formula; however, it must not exceed the lesser of
- the mass limits for single axles and axle groups; or
- 40t.

Queensland and South Australian mass requirements for 3-axle articulated steering cranes
A 3-axle articulated steering crane has specific state requirements relating to mass. Refer to the Queensland and South Australian special conditions.

Australian Capital Territory
No specific daytime conditions.
New South Wales
Clearways and transit lanes
An eligible SPV must not travel in a clearway or transit lane between Monday and Friday (except on state-wide public holidays) between 6:00am and 10:00am and between the hours of 3:00pm and 7:00pm.
NSW Urban Zone
An eligible SPV must not travel on any classified state road in the NSW Urban Zone between Monday and Friday (except on state-wide public holidays) between the hours of 7:00am and 9:00am and between the hours of 4:00pm and 6:00pm.
Newcastle Outer Zone
Eligible SPVs that do not exceed 3.2m in width are approved for state road travel when operating in the Newcastle Outer Zone between the hours of 7:00am and 9:00am and between the hours of 4:00pm and 6:00pm.
Note: Any SPV exceeding 3.2m in width must not travel within the Newcastle Outer Zone on any classified state road between the hours of 7:00am and 9:00am and between the hours of 4:00pm and 6:00pm.
Queensland
No specific day time conditions.
South Australia
Travel is not permitted in the City of Adelaide Council area between the hours of 7.00am to 9.00am and 4.00pm to 6.00pm Monday to Friday inclusive. The driver or operator must contact the Council on (08) 8203 7303 at least 48 hours prior to the intended time of travel for approval to be advised of any special conditions or requirements.
Travel on any City of Adelaide Council roads is restricted to access worksites only. Through travel is not permitted.
Travel is not permitted in the Adelaide Metropolitan Area between the hours of 7.00am to 9.00am and between the hours of 4.00pm to 6.00pm Monday to Friday inclusive, if the vehicle width is greater than 3.1m and up to 3.5m.
Victoria
For the purposes of this table:
- The Melbourne and Geelong Urban Area does not include the Port of Melbourne Roads or the sections of the Hume Highway, the Princes Freeway and the Western Freeway that are within the Melbourne and Geelong Urban Area.
- The Rural Area does not include the sections of the Hume Freeway, the Princes Freeway and the Western Freeway that are within the Rural Area.

Night travel conditions - Click to expand
Side lights for travel at night with long front projections
When travelling at night, a special purpose vehicle with a projection extending more than 1.2m in front of the vehicle must have a yellow light fixed on each side of the projection.
The light must be—
- fixed as far forward as possible, and shielded from the driver’s view; and
- visible to any traffic approaching the vehicle from its front; and
- visible to any traffic approaching the vehicle from the side on which it is fixed.
Australian Capital Territory
An eligible SPV between 2.5m and 3.1m in width may travel between sunset and sunrise.
An eligible SPV between 3.1m and 3.5m must be accompanied by at least one pilot vehicle for night-time travel.
New South Wales
An eligible SPV not wider than 2.5m may travel between sunset and sunrise.
An eligible SPV wider than 2.5m, other than a mobile crane must be accompanied by at least one pilot vehicle for night-time travel.
An eligible mobile crane not wider than 3.1m may travel between sunset and sunrise.
An eligible mobile crane wider than 3.1m must be accompanied by at least one pilot vehicle for night-time travel.
Queensland
An eligible SPV that does not exceed 3.1m in width is permitted to travel at night unless otherwise restricted in this schedule.
An eligible SPV exceeding 3.1m in width is permitted to travel until 7.00pm provided:
- the journey commences in daytime; and
- the journey being undertaken can be completed by 7.00pm.
An SPV exceeding 3.1m in width is permitted to travel within the boundary of the City of Brisbane or within the boundary of any other city from 12.00am (midnight) provided:
- the driver responsible considers that it is necessary to do so to complete a journey being undertaken on that day; and
- is out of the city boundary by 7.00am; and
- the vehicle is being escorted by at least one pilot or escort vehicle driving in front and one pilot or escort vehicle driving behind.
South Australia
An eligible SPV may travel between sunset and sunrise on its corresponding network with the following requirements:
- An SPV up to 3.1m in width - no pilots required.
- An SPV greater than 3.1m wide and up to 3.5m wide - 2 pilots required.

3-axle Prescribed SPV with a second winch - Click to expand
Prescribed SPVs that are 3-axle mobile cranes with a second (rear) winch
A number of 3-axle cranes are fitted with an optional second (rear) winch. When a second winch is fitted, the vehicle may exceed 90% rear overhang, provided all of the following requirements are met:
- the base vehicle meets the Notice without the second winch fitted;
- the rear overhang with the second winch fitted must not exceed 4m; and
- the second winch, when fitted, does not affect the vehicle presence on the road during a turn in either direction.
To demonstrate the presence on the road during a turn with the second winch fitted, a circular track test must be performed by either:
- an accredited PBS assessor;
- an engineering representative of the vehicle manufacturer; or
- a registered professional engineer

Australian travel conditions on certain roads
Specific dimension or mass limits may apply for certain assets in the Australian Capital Territory. Operators must refer to the Australian Special Purpose Vehicle Network conditions for certain route dimension and mass conditions or restrictions.
Special Australian Capital Territory conditions for eligible vehicles
The following mass limits are applied to an eligible 2-axle or 3-axle Prescribed SPV in the Australian Capital Territory. For a 2-axle or 3-axle Prescribed SPV, the minimum axle spacing and axle mass limits are set out in Table 7. The measurements are taken from the first axle in the group to the last axle in the group.

The following SPVs must be enrolled in, and monitored by, the following approved intelligent transport systems or Telematics Monitoring Application (TMA) in New South Wales:

A Prescribed SPV with 445mm sized tyres is permitted to operate at the approved 12t per axle mass.
The following mass limits are applied to an eligible 2-axle or 3-axle Prescribed SPV in New South Wales
For a 2-axle or 3-axle Prescribed SPV, the minimum axle spacing and axle mass limits are set out in Table 10. The measurements are taken from the first axle in the group to the last axle in the group.

In addition to the conditions of this Notice, operators in Queensland must comply with the following document, list and maps located on the Queensland Department of Transport and Main Roads (TMR) website:
- the Queensland Conditions of Operation Database; and
- the Queensland Access Conditions Guide; and
- Special Queensland Conditions for eligible vehicles.
A route assessment must be conducted based on the Conditions of Operation Database before any journey, and the driver must carry the following documents in the vehicle at all times while operating on the road network:
- a copy of the current conditions of operations for the route being undertaken, including temporary road closures or limits, from the Conditions of Operations Database; and
- all relevant permissions and authorities to ensure the movement of the oversize vehicle does not pose a danger to property or other road users.
Authority to Operate
An eligible SPV operating under this Notice that does not comply with the mass requirements in Schedule 1 of the Regulation must have a current Authority to Operate (ATO) issued by TMR.
The mass of an eligible SPV operating under this Notice must not exceed the limits specified in the ATO. This means if the mass limits under this Notice are greater than those specified in a vehicle’s ATO, the lower ATO mass limits apply.
Where an eligible SPV carries additional equipment (up to a maximum of 1.0t), the SPV tare and approved GVM must be recorded on the ATO.
How to apply for an ATO section
To operate an excess mass SPV in Queensland, you must obtain an ATO for each individual vehicle. To apply, contact the TMR Heavy Vehicle Access Team on (07) 3066 5511.
You will also need to provide:- vehicle description and approved operating masses; and
- evidence of TMR supervised weigh of the vehicle.
The TMR Authority to Operate - Heavy Haulage form.
Prescribed SPVs
A 3-axle Prescribed SPV is not eligible in Queensland.
For a 2-axle Prescribed SPV, the minimum axle spacing and axle mass limits are set out in Table 12. The measurements are taken from the first axle in the group to the last axle in the group.

- Maximum axle mass as shown in Table 14 Mass limits are shared across 2-axle groups.
- Minimum distance between axles shown in Table 15.
- Ground contact width of 2.65m.

Left-hand drive or obstructed vision
If a Prescribed SPV has the centre of a steering control to the left of the vehicle, or has a boom that obscures the driver’s vision, it must either:
- be fitted with a closed circuit television system that provides the driver with an adequate view to the right rear quarter of the vehicle; or
- be accompanied by one pilot vehicle.
Rail crossing and tramway conditions
If an eligible vehicle is wider than 3.0m, before attempting to cross a railway track and/or a tramway track, the driver or operator of the vehicle must first obtain permission from the Transport Compliance Unit of the Department of Transport’s Over Dimensional Load Team:

Note: When the SPV is travelling at a speed that causes a build-up of traffic, the SPV driver must take all reasonable steps to alleviate the build-up of traffic. This does not include exceeding any Queensland speed limit condition.
Speed limited sign requirements
- All dimensions in millimetres.
- All dimensions are minimum dimensions allowed.
- Lettering Arial Bold; character spacing 40%.
- Speed Limited Sign Requirements.
- Dimension above are the minimum permitted.
- “80” (kph) lettering must be a minimum of 90mm in height and black in colour
- The “80” (kph) lettering must be surrounded by a red circle/border at least 10mm in width, and the sign must also have a 4mm black border.
- The words “Vehicle Speed Limited” must be in 30mm high lettering and the words spaced 20mm apart and letting in ARIAL Bold with character spacing of 40%
- The signs background shall be silver or white and be in retro-reflective material meeting
- AS/NZ 1906 requirements.
- The signs, reflective surfaces and letting must be made of durable material that is capable of having road grime and dirt readily removed by the use of only a cloth or soft bristle brush in combination with a mild detergent solution. Additionally, the plate must be able to withstand the effects of the cleaning techniques used within the motor vehicle industry such as steam cleaning, high-pressure hot water washing or automatic vehicle cleaning equipment.
Route assessment - Intelligent Access Program (IAP) conditions
Refer to the special jurisdictional conditions for New South Wales for Intelligent Access Program (IAP) or Telematics Monitoring Application (TMA) conditions.

No travelling if low visibility
An SPV must not begin to travel if, due to circumstances such as fog, heavy rain, smoke, dust or insect plague:
- visibility is less than 250m in the daytime; or
- the headlights of a vehicle approaching within 250m could not be seen at night.
If an SPV is already travelling when visibility is reduced to the level mentioned above, the SPV driver must drive the vehicle into the nearest safe parking area and wait until visibility improves beyond that level before continuing to travel.
Minimum following distance
The person driving an SPV exceeding 2.5m in width must drive at least 200m behind another oversize vehicle travelling in front of it, unless the person is:
- driving on a multi-lane road or a length of road in a built-up area; or
- overtaking.
Assessing routes
Before driving on a public road, the driver or operator of a SPV must be satisfied that the route has been assessed and the SPV can be driven along it without:
- disrupting telecommunication, electricity, rail, gas, water or sewage services; and
- damaging roads, structures, rail crossings or trees.
Part of this process is assessing the map and reading this Operator's Guide before travel, to identify any restrictions or conditions that may affect travel on public roads.
Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Chain of Responsibility (CoR)
Under the HVNL, every party in the Chain of Responsibility (CoR) has a positive duty to ensure the safety of their activities in relation to a heavy vehicle. This duty, known as the “primary duty”, applies to the scheduling, loading and consigning of a vehicle, as well as to its operation on a road.
Safety is broader than the safety of drivers and other road users. It also includes protection of road infrastructure, preventing damage to other vehicles or property, and minimising environmental harm. Substantial penalties may be imposed upon parties who breach this obligation and upon their executives.

The requirement to carry the Notice
Drivers do not need to carry a copy of the Notice. However, if required, you must carry a Certificate of conformance with PBS Level 1 Tail Swing and Swept Path Performance (PDF, 238KB).
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
National Network Map
The Notice may refer to state or territory government websites for the publication of networks. From 20 December 2023, certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Additional information and guidance can be found on the National Network Map webpage.

An eligible vehicle must not travel in a Clearway or Transit Lane between Monday and Friday (except on state-wide public holidays) between the hours of 6:00am and 10:00am and between the hours of 3:00pm and 7:00pm.

- Only travel over a bridge or structure displayed as Restricted Structures with Conditional Access on the map and/or list titled NSW Special Purpose Vehicle Network in accordance with any conditions that apply.
When travelling across a bridge, an eligible vehicle must travel at a steady speed not exceeding 40km/h.
Approved networks for an eligible SPV that exceeds 4.3m but no more than 4.6m in height
In New South Wales, where an eligible SPV that is more than 4.3m but no more than 4.6m in height, the route must be approved for the SPV and in addition be also approved for 4.6m high vehicles on the NSW Special Purpose Vehicle Network.
School Zones
A truck-based SPV which exceeds 2.5m in width must not travel in an active school zones.
NSW Urban Zone
An eligible SPV must not travel on any classified State Road within the NSW Urban Zone on the following dates and times unless enrolled with the Urban Access Concession or the Urban Peak hour Concession.

Urban Schemes administered by Transport for New South Wales
The Urban Access Concession (UAC) and the Urban Peak Hour Concession (UPC) are schemes administered by Transport for New South Wales.
The UAC and UPC allow eligible mobile cranes to travel:
- within the NSW Urban Zone during peak hour travel, on any classified State road
- in clearway and transit lanes within the NSW Urban Zone between 6:00am and 10:00am and between 3:00pm and 7:00pm when clearway or transit lane restrictions apply.
- on selected tunnels provided they comply with tunnel height restrictions and any other condition in the Notice (UAC only).

- To operate under the Urban Access Concession (UAC), an eligible vehicle must be enrolled in a relevant UAC scheme in the IAP or TMA with Transport for New South Wales (TfNSW) unless it complies with the dimensions detailed in sections 6(3) or 6(4) in Schedule 2 New South Wales.
Note: More information on mobile crane operations under the UAC can be found on the TfNSW website.
- An eligible SPV operating under the UAC is exempted from complying with the conditions displayed as Travel conditions exist on this route on the map and/or list titled NSW Special Purpose Vehicle Network for the purpose of conditions applying on the Great Western Highway from the Nepean River at Emu Plains to Katoomba.
- An eligible vehicle operating under the UAC is exempted from Clearway or Transit Lane restrictions between the hours of 6.00am and 10.00am and between the hours of 3.00pm and 7.00pm.
- An eligible vehicle operating under the UAC is exempted from travel restrictions on any classified State Road within the NSW Urban Zone between Monday and Friday between the hours of 7:00am and 9:00am and between the hours of 4:00pm and 6:00pm.
- An eligible vehicle operating under the UAC may operate in the following tunnels:
- Cross City Tunnel from McLachlan Avenue, Rushcutters Bay to Harbour Street, Darling Harbour;
- Sydney Harbour Tunnel from F1 Warringah Freeway to the Cahill Expressway
- Cahill Expressway from the Southern Toll Plaza to the Eastern Distributor

Limited Access Locations and Zones
An eligible SPV must not travel on or through a Limited Access Location or Limited Access Zone displayed as Limited Access Locations or Limited Access Zones on the map and/or list titled NSW Special Purpose Vehicle Network if the vehicle exceeds one or more of the dimension limits as displayed on the Location or Zone and in accordance with any conditions that apply.
An eligible SPV must:
- not travel over a bridge or structure displayed as Restricted Structures on the map and/or list titled NSW Special Purpose Vehicle Network
- only travel over a bridge or structure displayed as Restricted Structures with Conditional Access on the map and/or list titled NSW Special Purpose Vehicle Network in accordance with any conditions that apply. When travelling across a bridge, an eligible vehicle must travel at a steady speed not exceeding 40km/h.
Australian Rail Track Corporation (ARTC) Level Crossings - Cross with caution
- Take precautions to NEVER STOP ON OR WITHIN THREE METRES of the railway tracks. Reduce the chance of your vehicle striking/damaging boom barriers on the level crossing by:
- NOT entering the railway crossing unless the vehicle can be immediately driven clear of the crossing.
- Anticipating that traffic may form a queue on the outgoing side of the crossing, preventing adequate clearance for your vehicle.
- Allowing additional space between your vehicle and the vehicle ahead to allow additional time to respond to queuing traffic.
- Driving at a slower speed than that of queuing traffic ahead.
- Avoid stopping the vehicle immediately before the Level Crossing (i.e. right on stop line) when it is NOT operating (however, always stop prior if there is insufficient room to immediately drive clear).
- Be prepared to stop the vehicle well in advance of the level crossing by:
- Observing for road signage/markings that indicate Level Crossing is approaching on road ahead.
- On approach – slowing vehicle to below sign posted speed limit – to reduce required stopping distance.
- Anticipating that the Level Crossing could start to operate at any time – to reduce response/reaction time.
- If for some reason the vehicle breaks down and is fouling a crossing or is near a crossing or damages a crossing or other ARTC infrastructure the first thing that must be done is to phone 000 advising the location so they can advise on next steps required.
- If for some reason your load damages a crossing or other ARTC infrastructure, and is not an emergency, phone local police on 131 444 and make a report so they can advise ARTC for repair or replacement.
Night travel routes
An eligible SPV wider than 2.5m may only travel at night on roads or on roads in locations or zones displayed as ‘Roads and zones approved for oversize night travel’ on the map and/or list titled ‘NSW Special Purpose Vehicle Network’ in accordance with any times and conditions that apply.
A mobile crane wider than 3.1m may only travel at night on roads or on roads in locations or zones displayed as ‘Roads and zones approved for oversize night travel’ on the map and/or list titled ‘NSW Special Purpose Vehicle Network’ in accordance with any times and conditions that apply.
An eligible vehicle operating in the New South Wales may operate on the following routes from the NSW Special Purpose Vehicle Network, published by Transport for New South Wales (TfNSW):
- An eligible vehicle that is not a 3-axle prescribed SPV: SPV Level 1 Approved Routes (under NSW Special Purpose Vehicle Network maps)
- An eligible vehicle that is a 3-axle prescribed SPV: SPV Level 3 Approved Routes (under NSW Special Purpose Vehicle Network maps)
An eligible vehicle that is more than 4.3m but no more than 4.6m in height must only travel on routes that are approved for 4.6m high vehicles on the NSW Special Purpose Vehicle Network.
An eligible vehicle operating on the areas and routes specified in (1) and (2) must comply with all conditions stated on the NSW Special Purpose Vehicle Network.
Further conditions for New South Wales networks under section 3 of Schedule 2
The following conditions apply to the networks specified in the New South Wales Schedule of the Notice.
- To operate under this Notice in New South Wales, a mobile crane that exceeds 2.5 metres in width must be enrolled and monitored in the Intelligent Access Program (IAP) or TMA with TfNSW in accordance with Chapter 7 of the Heavy Vehicle National Law.
- A current Certificate of Enrolment issued by Transport Certification Australia (TCA) or Transport for NSW (TfNSW) must be carried in the vehicle to which section 4 of the Notice applies and be produced when requested to do so by a Police Officer or an Authorised Officer.
Note: A Certificate of Enrolment is issued from Transport for New South Wales when the vehicle is enrolled and monitored by the IAP in NSW.
- An articulated steering crane must comply with the following conditions:
- A hydraulic steering warning decal must display a maximum speed limit of 80km/h.
- Two (2) convex mirrors with a minimum diameter of 300mm must be fitted to the vehicle and located no less than 1.0m from the foremost point of the jib. The mirrors must be located so that any reflected images from either side of the vehicle are clearly visible and discernible to the driver in his normal seating position.
- A prescribed SPV with 445mm sized tyres is permitted to operate at the approved 12t per axle mass.
- A truck-based SPV which exceeds 2.5m in width must not travel in an active school zones.
Note: School zones are in force on all days which are not a weekend, a public holiday or a publicly notified school holiday for government schools. Most school zones operate from 8 to 9.30am and from 2.30 to 4pm. However, there are a small number of non-standard school zone times in New South Wales, which are identified by red/orange school zone signs showing the times when school zone flashing lights operate.
New South Wales – night travel
A special purpose vehicle not wider than 2.5m may travel between sunset and sunrise.
A special purpose vehicle wider than 2.5m, other than a mobile crane, must be accompanied by at least 1 pilot vehicle for night-time travel.
A mobile crane not wider than 3.1m may travel between sunset and sunrise. A mobile crane wider than 3.1m must be accompanied by at least 1 pilot vehicle for night-time travel.
A special purpose vehicle wider than 2.5m may only travel at night on roads or on roads in locations or zones displayed as ‘Roads and zones approved for oversize night travel’ on the map and/or list titled ‘NSW Special Purpose Vehicle Network’ in accordance with any times and conditions that apply.
A mobile crane wider than 3.1m may only travel at night on roads or on roads in locations or zones displayed as ‘Roads and zones approved for oversize night travel’ on the map and/or list titled ‘NSW Special Purpose Vehicle Network’ in accordance with any times and conditions that apply.

This part provides links to online maps and other resources to the networks referred to in the Queensland Schedule:
- An eligible vehicle operating in Queensland may operate on:
- Roads and areas listed in the Queensland Special Purpose Vehicles Local Government Network
- Roads specified in the Access Conditions Guide and a relevant schedule for the vehicle category in the Guide.
- Travel by any eligible vehicle on any state controlled road in Queensland must comply with the conditions of the Conditions of Operation Database.
- Eligible vehicles that are either a 2-axle prescribed SPV or a 2-axle articulated steering crane that has a mass on any axle exceeding 10t must not cross a structure that is listed on the 2-axle prescribed special purpose vehicles and 2-axle articulated steering cranes map.
- An eligible vehicle that is a 3-axle articulated steering crane must not cross a structure that is listed on the 3-axle articulated steering cranes map.
- An eligible vehicle operating on the areas and routes specified in this section must comply with all conditions of the Notice, this Schedule and any conditions of the area or route.
Further conditions for Queensland networks under section 2 of Schedule 3
The following conditions apply to the networks specified in the Queensland Schedule of the Notice.
Queensland general conditions
- An eligible SPV operating under this Notice that does not comply with the mass requirements in Schedule 1 of the Regulation must have a current Authority to Operate (ATO).
- The operating mass of an SPV operating under this Notice must not exceed the limits specified in the ATO relevant to the vehicle being driven. If the mass limits applicable to an SPV operating under this Notice are greater than those specified in a vehicle’s ATO, the lower ATO mass limits prevail.
- A route assessment must be conducted based on the ‘Conditions of Operation Database’ before any journey and the driver must carry the following documents in the vehicle at all times whilst operating on the road network:
- a copy of the current conditions of operations for the route being undertaken, including temporary road closures or limits, from the ‘Conditions of Operations Database’; and
- all relevant permissions and authorities to ensure the movement of the oversize vehicle does not pose a danger to property or other road users.
Queensland requirements for oversize special purpose vehicles
The maximum speed limit applying to an oversize SPV is:
- 90km/h outside built up areas, except where official traffic signs indicate a lower speed limit; or
- the vehicle manufacturer's specified limit if lower than (a).
Note: Where the oversize SPV is travelling at a speed that causes a build-up of traffic, the driver of the oversize vehicle must take all reasonable steps to alleviate the build-up of traffic. This does not include exceeding any speed limit mentioned in (a) or (b).
Queensland requirements for overmass special purpose vehicles
The following conditions apply to an overmass SPV which carries additional equipment:
- the vehicle's tare and approved GVM must be recorded on the vehicle's ATO.
- additional equipment under section 19 of this Notice is permitted to be carried on the condition that the SPV does not exceed the tyre requirements, axle masses, axle group masses and total mass limits of the Notice or the vehicle's ATO mass limits.
- The term “substances” in section 19 of this Notice (Carrying additional equipment) does not include substances that are to be spread by the vehicle.
- Carrying a load other than the additional equipment under section 3 of this part on a road in Queensland is not permitted.
- An SPV must be configured to its day-to-day operational mass and mode as specified in its ATO and/or any removable/movable counterweight blocks are to be either removed for travel or located such that the maximum permitted axle masses are not exceeded.
- The mass on an axle group described in Columns 2 and 3 of Table 1 of this Part must not be more than the mass limit set out in Column 4 opposite its description. This section is a continuation of Table 2 of the Notice.

Queensland area and route conditions
Network accessible to SPVs operating under this Notice
SPVs operating under this Notice have access to all state-controlled roads in Queensland subject to the conditions of this schedule.
SPVs operating under this Notice have access to local government roads and/or areas listed in the document titled ‘Queensland Special Purpose Vehicles Local Government Network’ subject to any conditions or restrictions set out in this document and in this schedule.
Restrictions
The registered operator and driver of an SPV operating under this Notice must ensure the vehicle does not operate in contravention of conditions, dimension limits or mass limits which exceed those specified for particular roads in the ‘Conditions of Operations Database’.
The registered operator and driver of a pick and carry crane or of a 2 axle all terrain mobile crane that has a mass greater than 10t on one or more axles must ensure the vehicle does not cross a structure that is listed on the ‘Do not Cross Structure List for National Class 1 Special Purpose Vehicle Notice 2016’.
Note: The Do not Cross Structure List for National Class 1 Special Purpose Vehicle Notice 2016 can be accessed on the TMR website. The registered operator must register with TMR’s Heavy Vehicle Access Management online/email notification system to receive updates on conditions of structures.
Current conditions of operations can be accessed via the TMR web site.
Queensland specific area conditions
The driver of an oversize SPV operating under this Notice must observe the restrictions for the prescribed areas and roads set out in the Access Conditions Guide and Schedule.
Queensland temporary road closures and load limitations
The registered operator must ensure that the driver of an SPV is aware of, and complies with, any temporary road closures or restrictions which may affect the proposed route.
In the event of heavy or prolonged rain affecting a route, oversize movements may be restricted and/or mass limits in this Notice suspended or decreased until such time as determined by the road authority.
Information concerning temporary road closures or restrictions affecting vehicles operating under this Notice is available 24 hours a day, seven days a week via the “Conditions of Operations Database” and the Queensland Traffic Website.
Queensland currency of conditions
The driver of an SPV must carry a current copy (including all updates) of the “Conditions of Operation” when operating the vehicle.
Current “Conditions of Operations” can be accessed:
- via the TMR website; select – Business and industry – Heavy vehicles – Excess mass and dimensions – Excess mass and dimensions conditions, then use the link to “Conditions of Operations Database”; or
- by contacting TMR Heavy Vehicle Operations Centre during office hours.
Queensland tyre manufacturer’s ratings
Modern tyre designations include manufacturer’s ratings in the form of a load index at a certain speed. The maximum safe tyre loads per tyre for truck tyres may be obtained by using load and speed indices as shown in Table 2 of this schedule.
SPVs are only permitted to operate at a mass within this Notice if the tyre manufacturer’s ratings are not exceeded. Table 28 and Table 29 are to assist operators in assessing manufacturer’s ratings of vehicles.

Queensland – night travel
An oversize SPV that does not exceed 3.1m in width is permitted to travel at night, unless otherwise restricted in this schedule.
An oversize SPV exceeding 3.1m in width is permitted to travel until 7.00pm provided:
- the journey commences in daytime; and
- the journey being undertaken can be completed by 7.00pm.
An oversize SPV exceeding 3.1m in width is permitted to travel within the boundary of the city of Brisbane or within the boundary of any other city from 12.00am (midnight) provided:
- the driver responsible considers that it is necessary to do so to complete a journey being undertaken on that day, and
- is out of the city boundary by 7.00am; and
- the vehicle is being escorted by at least 1 pilot or escort vehicle driving in front and 1 pilot or escort vehicle driving behind.

Where a pilot vehicle is specified to accompany the SPV, the pilot vehicle driver must operate in accordance with, and carry a copy of, the booklet titled “Escorting Guidelines for Oversize and Overmass Vehicles and Loads” published by the Department for Infrastructure and Transport (DIT) and must produce that booklet when requested by an Authorised Officer or a Police Officer.
For the purposes of section 11 of Schedule 8 of the Regulation and prior to commencing a journey, the driver or operator must check the appropriate map for any restrictions or limitations along the proposed route.
For the purposes of Schedule 8, section 11 of the Regulation, and in addition to that section:
- On the Traffic SA website at www.traffic.sa.gov.au you will find information about planned roadworks, road closures and traffic alerts. The website also contains information about roads and traffic during incidents and emergencies that may impact road users. Prior to travelling, please check the Traffic SA website for the latest update information to ensure the vehicle combination listed in this permit can travel and is safe to do so. There may be road works that will inhibit travel.
Note: If travelling on outback roads please also check www.dpti.sa.gov.au/OutbackRoads for additional traffic information prior to commencing a journey, a driver or operator must check a route network map and traffic condition advisory service for updates and any road closures or restrictions (including the conditions of operation) or limitations along the proposed route on the DIT web site and
- in paragraph (a), a traffic condition advisory service —
- means a service provided through a website maintained by a road authority or police service for the provision of advice regarding road closures and restrictions; and
- includes a service designated as a traffic condition advisory service in a Schedule to this Notice.
Travel is not permitted in the City of Adelaide Council area between the hours of 7.00am to 9.00am and 4.00pm to 6.00pm Monday to Friday inclusive. The driver or operator must contact the Council on (08) 8203 7303 at least 48 hours prior to the intended time of travel for approval and to be advised of any special conditions or requirements.
Travel on any City of Adelaide Council roads is restricted to access worksites only. Through travel is not permitted.
Travel is not permitted in the Adelaide Metropolitan Area between the hours of 7:00am to 9:00am, and 4.00pm to 6.00pm, Monday to Friday inclusive, if the vehicle width is greater than 3.1m and up to 3.5m.
South Australia – night travel
An eligible vehicle may travel between sunset and sunrise on its corresponding network with the following requirements;
- An SPV up to 3.1m in width - no pilots required.
- An SPV greater than 3.1m wide and up to 3.5m wide - 2 pilots required.

Total Calculated Mass = (3 x L) + 15 ± G
L = The distance in metres between the centre lines of the vehicle's foremost and rearmost axles
±G = The mass to be:
- added at the rate of 1t for each 100mm by which the ground contact width of the heaviest axle or axle group exceeds 2.5m; or
- subtracted at the rate of 1t for each 100mm by which the ground contact width of the heaviest axle or axle group is less than 2.4m.
A 3-axle Prescribed SPV is exempted from the Total Calculated Mass formula; however, it must not exceed the lesser of
