New national driver work diary welcome change at the frontline
Heavy vehicle drivers across the country are looking forward to the new and improved National Driver Work Diary, scheduled to roll out with the new Heavy Vehicle National Law (HVNL).
National Heavy Vehicle Regulator (NHVR) CEO Richard Hancock says the new work diary developed in partnership with the National Transport Commission (NTC) is easier to fill out and includes more detailed advice on fatigue laws and guidance on how to count time.

Target date for new national law soon to be confirmed
The National Heavy Vehicle Regulator (NHVR) Board recently advised Australia's Transport Ministers that the start date for the Heavy Vehicle National Law needs to move from 1 September 2013, due to the need for more testing of the NHVR’s critical IT system for access permits.
At the time, a new target date of 1 October was proposed, subject to test results. NHVR CEO Richard Hancock explains that while the testing phase has gone well, the target date for the new national law is yet to be confirmed.
New October target date for one Regulator, one rule book
The Board of Australia’s first dedicated National Heavy Vehicle Regulator (NHVR) has advised Australia’s transport Ministers that the start date for the Heavy Vehicle National Law needs to move from 1 September 2013.
“The Board has proposed a new target date of 1 October, noting that this date is subject to more testing of the NHVR’s IT systems and processes. This will allow more preparatory work, particularly in relation to our critical access management IT system for permit applications,” said NHVR CEO, Richard Hancock.

NHVR seeks feedback on heavy vehicle access applications
The National Heavy Vehicle Regulator (NHVR) is seeking feedback from trucking operators on the level of service currently experienced when making heavy vehicle access applications.
On 1 September 2013, the responsibility for issuing access permits for heavy vehicles is due to be transferred from states and territories to the NHVR (except Western Australia).
NHVR CEO, Richard Hancock wants feedback from operators who have made a heavy vehicle access application in the past with states and territories.

Improved NHVAS forms now available
The NHVR has worked worked together with industry and government to improve our forms and the submission process for NHVAS applications.
The following improvements were introduced on 1 July 2013 and will make forms easier to complete and result in improved turn-around times for applications:

The Queensland Parliament passed the Heavy Vehicle National Law (HVNL) Amendment Bill 2012 (Qld) on 14 February 2013.
The Heavy Vehicle National Law Act 2012 (Qld) can be viewed on the Office of the Queensland Parliamentary Counsel website.

Ministers backing one rule book for heavy vehicles from 1 September 2013
Australia’s transport ministers are backing the most significant heavy vehicle road transport reform the nation’s ever seen to reach another critical milestone on 1 September 2013.
Ministers recently agreed that the new Heavy Vehicle National Law will commence in all states and territories (except Western Australia) in September, effectively replacing up to eight different sets of legislation with one national rule book.

Ground-breaking road transport laws clear first legislative hurdle
The most significant road transport reform Australia has ever undertaken has cleared its first legislative hurdle.
Overnight, the Queensland Government passed the Heavy Vehicle National Law (HVNL) Amendment Bill 2012, paving the way for one national rule book for Australia’s heavy vehicle industry.
The HVNL will be administered by the National Heavy Vehicle Regulator (NHVR), which opened for business earlier this year.
The NHVR Board Chair, the Hon. Bruce Baird AM, today welcomed the Bill’s passing as a tremendous milestone more than five years in the making.
