This Notice provides equivalent mass limits as those provided under HML, to single axle and axle groups fitted with road-friendly suspension on eligible vehicles.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the South Australian Class 3 Road Friendly Suspension Mass Exemption Notice operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
This Notice provides equivalent mass limits as those provided under HML, to the single axle and axle groups fitted with road-friendly suspension on eligible vehicles shown in Table 1.

Note: The tri-axle drive group (drive axle group with more than two axles) and quad axle groups are are ineligible under this notice. Operators will need to apply for a permit for all vehicle types with a tri-axle drive group, including rigid and articulated configurations.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
The Notice exempts eligible vehicles from the following mass requirements specified in Schedule 1 of the MDL:
- section 2 - mass limits for a single vehicle or combination
- section 4 - mass limits for a single axle or axle group
- section 5 - mass limits in relation to axle spacing Tables 2, 3 and 4
The exemptions in this section only apply to the extent provided under the conditional axle masses set out in section 9 of the Notice.

Excluded vehicles
The following vehicle types are not eligible to operate:
- Class 1 heavy vehicles
- rigid trucks towing a dog, pig or tag trailer
- vehicles fitted with a drive axle group with more than 2 axles, otherwise known as a tri-axle drive group
- vehicles with a quad-axle group
Road train prime mover, semitrailer and unladen converter dolly
This combination is excluded from this Notice. Access is provided under the National Class 3 Road Train Prime Mover Dimension and Mass Exemption Notice 2022 (No.1)
Conditions
Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion.
Mass conditions
Maximum axle mass limits provided by the Notice
The maximum axle mass limits of the Notice are listed in column 5 of Table 3.
To be eligible to operate at the maximum axle mass limit, the axle group listed in column 2 must be eligible for the GML axle mass limit shown in Column 3.

An axle group not listed in Table 3 must operate at GML applying to that axle group. For example, a combination fitted with a quad-axle group must operate at GML on that quad-axle. Other eligible axle groups in the combination may operate at the maximum axle mass limits in column 5. |
Restricted axle groups
The following axle groups are restricted in the Notice:
- Tri-axle drive axle groups (drive axle groups with more than two axles)
- Quad-axle groups.
Note: A combination fitted with a quad-axle group may operate at GML on that quad-axle group, while other eligible axle groups in the combination operate at the maximum axle mass limits in column 5 of Table 3.
Certified Road-Friendly Suspension (RFS)
Single axles or axle groups loaded at the increased mass limit must be fitted with a certified RFS system. RFS reduces the impact of laden axles on road pavements and most bridge structures.
Any axle or axle group not loaded to mass limits greater than GML does not need to be fitted with an RFS system.
A single axle or axle group must qualify for the stated GML and be fitted with the certified RFS before increasing to the stated increased mass limit in Table 3.

Mass Management Accreditation
An eligible vehicle fitted with a tri-axle group (other than a drive group) operating at increased mass limits as shown in Table 3(on those axles) must be accredited under the Mass Management Module of the National Heavy Vehicle Accreditation Scheme (NHVAS),

General Mass Limits (GML)
Any axle or axle group of the eligible vehicle or combination that is not specified in Table 3 and is not a restricted axle group must not exceed the GML for that axle group.
General mass requirements apply mass limits for the following:
- those specified by the vehicle manufacturer
- individual axles and axle groups
- individual components (vehicles and trailers)
- the combination, including as determined by axle spacing requirements

Table 4 lists axle and axle groups limited to GML under this Notice. These axles or axle groups are not eligible for HML.

Dimension conditions
An eligible vehicle includes a vehicle designed to carry vehicles or livestock up to 4.6m in height.
There are no dimensional exemptions provided by this Notice. All eligible vehicles must comply with general dimensions applying to the vehicle or combination.

This notice exempts eligible vehicles from prescribed mass requirements in Schedule 1 of the MDL Regulation. The notice is written in a way to provide similar exemptions and mass authorisations applying to HML Declarations but under a class 3 notice.
The following exemptions from Schedule 1 of the MDL Regulation apply to the extent (maximum total combination and axle mass) provided by the Notice.
Section 2 - Mass limits for a single vehicle or combination
This section relates to the maximum total combined mass of a vehicle or combination.
For example, a complying steer axle vehicle that is neither a B-double nor a road train may exceed the maximum total combination limit of 43t up to a maximum of 46t, is complying with the conditions of the Notice.
Section 4 - Mass limits for a single axle or axle group
This section relates to the maximum axle mass specified in Table 3 - Increased axle and axle group mass limits.
For example, a tri-axle group eligible for 20.0t GML may operate up to a maximum of 22.5t on that axle group when complying with the conditions of the Notice.
Section 5 - Mass limits in relation to axle spacing table 2, 3 and 4
This section relates to the maximum mass limit of an axle or combination provided under
- Table 2 Axle spacing mass limits general table

- Table 4 Axle spacing mass limits road train table
For example, a prime mover with a twinsteer axle group towing a tri-axle semitrailer may exceed the maximum total axle mass limit of 46.5t up to a maximum of 49.5t provided the combination complies with Notice conditions. The increased total mass must only be added to an eligible axle group, this does not include a steer axle mass increase.
Other conditions and additional information
Complying with the Heavy Vehicle National Law
The operator of a heavy vehicle must ensure their vehicle complies with the Australian Design Rules and the HVNL. Using or permitting another person to use a defective heavy vehicle, or a heavy vehicle with unapproved modifications, on the road is an offence.
Failure to comply with the Notice conditions may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.

Under the HVNL CoR laws, everyone in the transport supply chain must take positive steps to prevent any breach of the mass, dimension and loading provisions.

Requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
Network conditions relate to road and travel conditions that are not contained within the approved network maps.

Anangu Pitantjatjara Yankunytjatjara (APY Lands)
Condition of Entry
Access to the APY Lands is subject to the operator holding a current APY Lands entry permit. To apply for an APY entry permit, visit the APY Permit Requirements and Information webpage.
Entry permits are required before entering onto the APY Lands pursuant to Section 19 of the Anangu Pitjantjatjara Yankunytjatjara Land Rights Act of South Australia.
Cultural travel time restriction
From October through to January there is Cultural Business on the APY Lands. The roads are sometimes blocked to travellers. The driver needs to contact Regional Anangu Services Aboriginal Corporation (RASAC) to get an update of the business places to avoid.

Ceduna District Council
Road condition
An eligible vehicle must not operate on unsealed roads for routes in an area that has received greater than 15mm of rain in the preceding 24 hours of the rain event.
Speed restrictions
An eligible vehicle whether loaded or unloaded is restricted to the following speeds:
- 80km/h on sealed Council maintained roads with speed limits posted above 80km/h;
- 70km/h on unsealed Council maintained roads with speed limits posted above 60km/h;
- 40km/h on all Council maintained roads with speed limits posted at 60km/h or lower.
District Council of Franklin Harbour
The maximum speed limit on local council roads when operating under this Notice is 80km/h unless a traffic sign or road rule indicates a lesser speed limit.
Northern Areas Council
The maximum speed limit on sealed local council roads is 80km/h, unless a traffic sign or road rule indicates a lesser speed limit
The maximum speed limit on unsealed local council roads is 60km/h, unless a traffic sign or road rule indicates a lesser speed limit
On unsealed roads, travel is suspended during periods of prolonged rain within the 24 hours period after the rainfall event or when the road's surface is holding pooled water.
Note: When a prolonged rainfall event occurs, the restriction is applied to allow sufficient time for the road and road pavement to dry, preventing damage
Third party approvals
Before starting the journey, the driver or operator:
- may be required to consult and obtain consent from third-party entities who manage utilities that may be impacted by over-height vehicles.
Note: Some routes in the Adelaide Metropolitan Area have height restrictions of less than 4.3m. Contact details for SAPN, Telstra and Optus are available on the NHVR website.
Applying for a permit
How to apply for a permit
To begin your permit application, navigate to the NHVR Portal. If you are not already registered, follow the prompts to set up an account.
Once registered, from the home screen, click on the ‘Application tracker’ tab and select the ‘NEW APPLICATION’ button and enter a reference for your application.
Note: Where you have an existing permit for an eligible configuration, select the ‘AMEND' application button, which will require the permit number to be entered. Follow the prompts to add the additional routes required.
Step 1 - Click on the green ‘SELECT CONFIGURATION’ button and select the appropriate configuration, for example, 'Prime and semi-trailer (incl HML)', 'B-double (incl HML)', or 'Road Train (incl HML).'
Note: Select the appropriate vehicle, for example, a tanker or livestock vehicle.
- Once the correct configuration, for example, a B-double or road train, is selected click on the ‘OVERALL' tab and go to ‘Configuration, mass and dimensions.’
- Select the ‘HML’ option for the configuration and proceed to select the height, and combination length, for example, road train 'Type 1 (Up to 36.5m).'
- Click on each component image of the configuration and select the correct axle group from the drop-down list. For example, a semi-trailer with 2 or 3 axles.
- In both the truck and trailer component images, you must tick the box
☐ " I confirm selection of the correct component" prior to proceeding to the ‘Travel details’ section of the application.
Step 2 - In the ‘Travel details’ section, enter the requested period (the period cannot exceed three years). Select the ‘Freight' type, for example, 'General Freight' or 'Livestock.'
Step 3 - Navigate to the ‘Route’ section of the application. Select the ‘Route type' as 'Single Route' or 'Area' – note that the route will need to connect to the approved network specified in the Notice.
- If an ‘Area’ application is selected the ‘Area Road Manager’ must be selected. Refer to the Routing - Single route and area difference.
- Plot the route(s) required that link to the approved network.
- Select the ‘CONFIRM’ tab and add any additional information in the ‘Route notes’ section in support of your application. You must tick the box ☐ 'I confirm that the list of roads and associated route notes accurately defines my route requirements for this application' prior to proceeding to the next step of the application.
Step 4 - In the 'Attachments' section of the application, attach any required supporting documents or additional information.
Step 5 - The 'Additional instructions' section allows the nomination of an approved Portal member of your account (if you will not be the relevant contact for the application). Include any additional instructions required for the application.
Step 6 - In the 'Confirmation' stage ensure all details of the application have been reviewed and confirmed. The application can then be submitted with the appropriate payment.
These details are required for the road manager to assess your application.
