Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the New South Wales Class 1 4-Axle & 5-Axle All Terrain Mobile Crane Mass and Dimension Exemption Notice operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
An eligible vehicle is exempt from the following mass requirements of Schedule 1 to the MDL National Regulation—
- section 2(1)(a)(iv) and 2(1)(b);
- section 4 and Table 1 (Axle mass limits table); and
- section 5(1) and Table 2 (Axle spacing mass limits general table).
Dimension requirements
An eligible vehicle is exempt from the following dimension requirements of Schedule 6 of the MDL Regulation-
- section 3(1)(g) – Length; and
- section 5(1)(c) – Rear overhang; and
- section 7(1) – Width; and
- section 8 - Height

Eligible vehicles
To be eligible to operate under the Notice, approved combinations must comply with all requirements of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation.

Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions, and traffic congestion. See the sections below for specific conditions related to this Notice.

Intelligent Access Program (IAP) condition - Click to expand
IAP condition
An eligible vehicle must be enrolled in the Intelligent Access Program (IAP) with Transport for New South Wales, under an approved IAP provider.
A current Certificate of Enrolment issued by Transport for NSW must be carried in the vehicle and be produced when requested to do so by a Police Officer or an Authorised Officer.
IAP and Networks
In NSW an all-terrain crane may be enrolled in two networks. The networks are referenced as the base network and an alternate network see table ##.
A certificate of enrolment is required for both networks.
The registered operator (or driver) must self-declare when traveling on the alternate network. Self-declaration is not required when operating on the base network.

IAP Self declaration
Transport operators must ensure the driver is aware of their obligations to self-declare. It is an offence to provide false and misleading information through the input device when self-declaring.
Self-declaration is required when operating on an alternate network.
Self-declaration is completed through the Self Declaration Input Device (SDID) certified by Transport Certification Australia (TCA) or an alternative method approved and certified by TCA.
Refer to TfNSW for clarification of this condition and table. This paragraph in the PDF ops guide is difficult to read.
Network and mapping
For the purposes of s121 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.

Restricted Structures
An eligible vehicle may travel over a bridge or structure displayed as ‘Restricted Structures with Conditional Access’ on the map and/or list titled ‘NSW Special Purpose Vehicle Network’ in accordance with any conditions that apply.
Note: Unless conditional access is provided an eligible vehicle must not travel over a bridge or structure displayed as ‘Restricted Structures’

Night travel conditions
An eligible vehicle may travel between sunset and sunrise when complying with conditions in table &&.

Speed limit condition - Click to expand
When traveling across a bridge, an eligible vehicle must travel at a steady speed not exceeding 40km/h unless a lesser speed limit applies.
Urban Access Concession - Click to expand
To operate under the Urban Access Concession (UAC), an eligible vehicle must be enrolled in a relevant UAC scheme in the IAP with Transport for NSW. For more information on mobile crane operations under the UAC can be found on the Roads and Maritime Services website
An eligible vehicle operating under the UAC may operate in the following tunnels:
- Cross City Tunnel from McLachlan Avenue, Rushcutters Bay to HarbourStreet, Darling Harbour;
- Sydney Harbour Tunnel from F1 Warringah Freeway to the Cahill Expressway;
- Cahill Expressway from the Southern Toll Plaza to the Eastern Distributor;
- Eastern Distributor from the Cahill Expressway to Baker Street at Kensington;
- M5 East Motorway (tunnel) between King Georges Road interchange at Beverley Hills and General Holmes Drive, Mascot;
- Lane Cove Tunnel from Pacific Highway to Lane Cove River at Lane CoveNorth.
- NorthConnex (Tunnel) between M1Pacific Motorway Wahroonga and M2 West Pennant Hills
