To exercise powers under the Heavy Vehicle National Law (HVNL), enforcement officers must be:
- nominated by participating state and territory road transport authorities
- appointed by the National Heavy Vehicle Regulator (NHVR)
- issued with a unique identification number
- carry and produce an approved identity card.
Note: This does not apply to police officers as they are automatically authorised under the HVNL.
Enforcement officers, including transport inspectors, are employed by participating state and territory road transport authorities and continue to wear their own state or territory issued uniform while performing functions on behalf of the NHVR.
Safety and Compliance Officers in South Australia and Tasmania are employed directly by the NHVR. From 1 July 2019, heavy vehicle on-road compliance and enforcement services in the ACT will also be provided by the NHVR.
